Among these factors are: creativity, trained staff, leadership, commitment, innovation, order and cleanliness of the workplace and above all, a positive attitude towards change. If we would emphasize knowing which is the main factor, knowing that all are very important and essential, we could affirm that it is a positive attitude, but in turn this must be accompanied by managerial leadership. But we know that a manager is not always a leader within the organization, so we can ask: what do we need, a leader or a manager? Or, which one can influence the achievement of quality with greater positivism, that is, who is What is essential to achieve? The answer is simple, you need a manager who is a leader, that is, managerial leadership is required, but taking the global concept of what this means.

In order to adequately understand this statement (global concept) we must first define the term manager, according to current requirements, as: “an official with a high degree of empirical and / or theoretical knowledge about the development of a specific process and aspects of business management, as well as with developed human skills ”. Based on this definition of what the current manager should be, it should be stated that he should have the ability to influence the officials under his authority, that is, be a leader so that the latter can give their best in compliance of the objectives and the improvement of the processes; and in turn, must have the ability to guide, plan, organize,direct and control the activities and operations carried out by the officials under their responsibility with a scientific methodology and practical experience, in such a way as to increase the probability of high and above all competitive organizational performance. In conclusion, it requires managers who have the profile of "managerial leadership", that is, who are leaders to motivate, and in turn, who have the scientific knowledge and practical experience to effectively guide the organization, in such a way that a sustainable quality organizational performance (Organizational Quality) is achieved. From this aspect, an effective, sustainable and continuous development of training programs, innovation, development of creativity and order and cleanliness programs in the jobs that become a habit must be initiated.
