Introduction

Public administration is a science, social and technique in charge of planning, organizing, directing and controlling the resources (human, financial, material, technological, knowledge, etc.) of the organization, in order to obtain the maximum benefit possible; This benefit can be economic or social, depending on the aims pursued by the organization.

Social responsibility within the objective of studying the administration of a field of Applied Ethics, if it is admitted that Ethics is the general discourse about what is good, just, desirable, and correct, and that Applied Ethics is the Specific discourse that tries to establish the principles, values ​​and orientations that coexist in a given field of action converge to general ethical principles, which outline the framework of coexistence and cooperation on which society as a whole rests, and specific ethical principles, that the protagonists and affected of each field propose in their historical practice.

Each of the different organizations are regulated through regulations or legally established standards, currently it is known as organizational protocol, within this document the different positions and functions of each of the members of the administration body are established, therefore it confers that each one of them assume the responsibility to execute their functions and must behave in accordance with said protocol in order to achieve the maximum possible efficiency and acquire benefits for each of them.

Although hardly in reality this is not carried out and unfortunately that is why many of our institutions and organizations do not have a good operation, it is not that the institution is not well structured but the reality is that human beings are used to do what we want and therefore we cannot have greater competitiveness within the economic environment.

Social responsibility in public administration

Currently it could be said that the history of social responsibility does not have a fixed beginning, however since the birth of the UN and later the emergence of Human Rights served as a solid basis for generating a greater social awareness within humanity.

For a long time, societies have been shaped by values ​​and customs, with this each of the human beings through the family have acquired social responsibility, which is undoubtedly the ability that all human beings have to adapt to the changes that occur within of society being a commitment or obligation of the members as a society to face them through various ways.

Today, Social Responsibility is institutionalized, through different organizations around the world; Today there is already talk of a solid way of sustainability and it is done through a document or regulation in accordance with the regulations of the different public or private institutions.

Globalization has increased within companies due to the growing expansion of their activities, which makes it encompass new responsibilities regarding the commitment in favor of their consumers. Its image and prestige lead it to have a greater interest in the development of knowledge in order to benefit from a more competent workforce that contributes to the modernization of its activities and consequently to its long-term competitiveness.

Institutions are regulated through norms and regulations conferred by legislation, this type of institution is in charge of an administrative body where each of them is in charge of the efficiency of the performance of activities within the organization. In general, this administrative body has a responsibility that is concerned with the consequences that these business actions may have on society in general or certain groups in particular and they have the obligation to act responsibly.

The importance of Social Responsibility is not something new in the business world, although in recent years it has acquired the special interest that comes with the diversity of responsibility actions with respect to the main interest groups with which it is related: workers, clients, suppliers and society in general.

Every organization or institution must be integrated into the community of which it is a part, responding with adequate sensitivity and appropriate social actions to the needs raised, serving them in the best way, seeking a balance between their interests and society and subsequently that they have obligations inescapable that face responsibilities that will be encompassed by action or omission, material or immaterial, so we can ensure that organizations in addition to producing goods and services to ensure their stability and growth; they must meet social objectives that were designed in order to achieve the maximum possible efficiency. For this, every organization has a code of ethics that establishes the values,beliefs and standards of conduct that define the organization and are part of its culture or a company project that includes the basic lines to be followed through the code of regulations, the company encourages discipline through the rules and regulations leading to leadership encourage participation in a common task for the proper functioning of the performance of their activities.

Social responsibility within the administration has been decisive in the evolution of thinking about the presentation of social accounts. The approaches on the social balance that are oriented towards:

- Social costs

- Assessment of human resources

- Cost analysis

- Preparation of inventories

- Study of social indicators

- Development of a report on all the activities of the company

- Development of a system of business objectives

The organizations have the economic power in their hands, so their actions must be aimed at solving the serious problems that result within their functions and put into practice measures that seek to solve the problems; Socially responsible organizations are considered competitive in economic terms, when they meet their objectives in an efficient way ensuring their survival.The benefits generated by companies, once the needs of their owners, employees, suppliers are satisfied, will become sources of income for public administration, socializing to contribute to the economic development of the municipality, region or country.

In general, within the objective of the administration is the proper functioning of its activities that is in charge of the different members of the administrative body because it confers these must be organized, supervised and controlled by a regulation in which each of them is establishes the powers and responsibilities for the execution of the performance of their activities.

In recent years, different global initiatives have emerged that have promoted the incorporation of Social Responsibility into business strategy. Different institutions and organizations have developed initiatives to promote and encourage socially responsible behavior in companies. Generally, all these initiatives or projects include a series of norms or recommendations that incorporate a commitment on the part of the adhering states to promote their performance in the business network of their respective countries.

The public administration arises as the need of man to have controlled certain functions for the benefit of the community and thereby obtain better profits within the economic environment and better competitiveness in the market, unfortunately many of our institutions do not obtain certain successes within the distribution of its functions; corruption, lack of economy, irresponsibility and laziness mean that more and more we have a rather disorganized administration.
