Strategic situational analysis of the ebano verde scientific reserve

The systematization of processes in most cases is not considered important, or is simply ignored, until questioned due to the cumbersomeness of the process itself, such as "the time" that must be invested.

In the case of the “Situational Strategic Analysis” as a methodological tool, it does not only require the initial systematization as a tool that evolutionarily provides the necessary information, which guided the consultant or specialist in the integration and analysis of the secondary and primary information, to arrive in a way consistent with the final presentation of the by-products (technical reports) and final product that the present case is the Management Plan of the Ébano Verde Scientific Reserve (RCEV).

The document presented below is not intended to establish a refined framework for analysis and feedback, but rather to present in some cases in a very “crude” way the results of different field and cabinet activities that are being carried out in order to elaborate on the RCEV Management Plan in the short term.

A very important point to highlight for this document is to invite the members of the core planning team to promptly and reflectively analyze number 6 (six), which establishes a proposal for the division of responsibilities, as well as dates for the fulfillment of some technical studies proposed to complement the existing information of the protected area.

In this document, I also want to express my gratitude towards the PROGRESSIO Foundation and especially the RCEV staff represented by Messrs. Ramón Elías Castillo, Rilde Sánchez and Claudio Payano, who have participated openly and decisively in the successful development of the Preparation of the Management Plan, under the supervision of Lic. Pedro Arias of the Directorate of Protected Areas.

2. Objectives of the Technical Report (Memory Aid)

  • Develop the systematization of the information compiled and collected in the different participatory processes that are being developed within the framework of the elaboration of the Management Plan of the Ébano Verde Scientific Reserve; Reconcile the multiple lines of research that are being developed for the development of the Plan Management of the Ébano Verde Scientific Reserve; Inform the different members of the core planning team and actors in general who participate directly in the preparation of the RCEV Management Plan on the actions carried out to date in favor of the development Strategic Situational Analysis (AES); Analyze in general the current situation of the process of elaboration of the Management Plan of the RCEV,reconcile the needs for its short-term conclusion and distribute responsibilities among members of the core planning team; Continue with actions that empower the RCEV's administrative, technical and operational team in the preparation and future implementation of the Management Plan.

3. Referential framework of the RCEV

General characteristics of the RCEV

The Ébano Verde Scientific Reserve is located in the Cordillera Central, it is contiguous to Las Neblinas Scientific Reserve and to the north of Valle Nuevo National Park. The highway that goes to the Municipality of Constanza and its communities crosses its banks.

The RCEV is located in this important region, the delimited area for the Ébano Verde scientific reserve has an approximate area of ​​23.1 square kilometers.

Due to the incursions of studies carried out in Loma Casabito, “within the phyto and zoogeographic area of ​​the reserve, it has been determined that this locality is the place with the highest number of endemic plant species (about 28) in the Barbecue-Casabito phytogeographic subregion..

The cloud forest that inhabits there contains an extraordinary diversity of orchids (highlighting those of the Lepanthes genus), ferns, arachnids and one of the most beautiful springs in the country, as well as other biological entities new to science, in addition to a population of green ebony (Magnolia pallescens), which is in the process of regeneration in appreciable quantities. It should be noted that this orographic system is one of the few in the country that contains carnivorous plants such as the Pinguicola casabitoana ”(CSR, Procaryn, 2004).

4. General development of the technical visit

In order to continue the critical path established in order to prepare the Management Plan for the “Ébano Verde Scientific Reserve” (RCEV), the team from the School of Organic Evolutionary Planning (EPOE), carried out a field visit with the In order to follow up on the "technical studies" proposed to complement the existing information at the social, economic and environmental level of the protected area, these being:

to. Strategic Situational Analysis (AES);

b. Diagnosis of Capacity for Public Use (DCUP);

c. Diagnosis of Secondary Information (DIS);

d. Water Valuation Survey (SVH).

To this end, a series of field and cabinet actions were developed, where the participation of the administrative, technical and operational personnel of the RCEV played a preeminent role in their success. The activities are presented below broken down by day:

First day “Tuesday August 01”

During the first day, activities were carried out independently and jointly with the RCEV staff, among which we can highlight:

  • Recognition and analysis of possible Public Use Zones of "Visitors Center", "Arroyazo Spa", "Arroyazo Trail - Casabito", Collection of data on basic characteristics of Arroyazo Trail - Casabito, for development of Diagnostic of Use Capacity Public (DCUP); Route of recognition of the slope of the Camù River, following the Jarabacoa, Buena Vista, El Faro, Guaigui and La Vega routes; Coordination meeting with the Reserve Manager and Operations Manager, for verification of secondary information pending deliver and analyze and work plan; Interviews with a group of visitors to the RCEV for research and recreational purposes; Interviews with the Reserve Guard independently on recognition of their perception of the management of the protected area,link with communities and development vision for the protected area.

Second day “Wednesday August 02”

  • Work to review the accessibility characteristics, tourist impact, biology and ecology of the Arroyazo - Casabito interpretive trail; Review of secondary information from the RCEV documentation center, to complement the development of the Secondary Information Diagnosis (DIS); Second COMANEJO workshop with technical and operational personnel of the RCEV, Interviews with members of the Arroyazo community, on the use of the "Spa" and "Perspective of the Ébano Verde Scientific Reserve".

Third day "Thursday August 3"
