Another of the scenarios that condos face is related to people with disabilities.

Sometimes life takes unexpected turns and people are involved in incapacitating situations; some may originate from birth. Others are acquired.

Sometimes it is caused by work, traffic, domestic accidents or - simply - by insecurity after being victims of the underworld. Depending on the time, it can be permanent or temporary.

Disability, following the Law for People with Disabilities (LPD, 2006), is the complex condition of the human being constituted by biopsychosocial factors, which shows a decrease or absence of their capacities of physical, mental, intellectual, sensory order or combinations of they; of a temporary, permanent or intermittent nature that, when interacting with various barriers, imply disadvantages that hinder or prevent their participation, inclusion and integration into family and social life, as well as the full exercise of their human rights under equal conditions with those the rest.

In this sense, the State must attend to these situations both in their origin and in the consequences; For this, the Law for People with Disabilities was approved, which aims to regulate the means and mechanisms that guarantee the full development of people with disabilities fully and autonomously, according to their capacities, and achieve integration into the family and community life, through their direct participation as full citizens of rights and the solidarity participation of society and family.

It is of high social content since it is not conceivable that, being in a disabling condition, one should not reach out to those who suffer from it.

Sometimes it coincides that a person with a disability can also be an older adult, which implies redoubling efforts because - sometimes - the disability can stop but growing old has no return.

The condominiums, as in the other cases, must support initiatives for a healthy coexistence; that is why they are obliged to ensure that - in the facilities - facilities are available for movement and permanence for people with disabilities. Being, by virtue of the Horizontal Property Law (1983) a form of organization and self-government of the property in horizontal property, it can be a great ally for the prevention of neighborhood conflicts, as well as cooperate with the authorities when required to solve problems or prevent them.

For their part, justices of the peace are assigned jurisdiction over the matter of persons with disabilities. They serve as liaison or instructor to learn about matters involving healthy coexistence and people with disabilities, since their intervention can bring them to the attention of specialized authorities and give them due collaboration.

Values ​​must be fostered in families and communities that direct due respect and consideration towards people with disabilities, especially by children and adolescents, so that they acquire the necessary citizen awareness and build a better country.

From the municipal level, much can be contributed; There are ordinances that establish - for example - in the urban area and urban control, mechanisms to facilitate movement through ramps, handrails, access doors to public places, such as bathrooms that must have adapted pieces, show rooms, sports or recreation facilities; regarding urban traffic and transport of people, lifting and lowering devices, doors, special accesses, information, parking lots with spaces for special identified vehicles, priority attention, among others. In the case of transfers, they are exempt from urban passage or enjoy discounts on urban, surface and underground transport. Facilities in waiting areas or access in passenger terminals, tourist places,among others.
