Although it is true that all responsibility refers to a value that is in the conscience of every person, allowing them to reflect, manage, guide and assess the consequences of their actions, always on the moral level, on the administration level., all conduct of those who have the purpose of this activity is subject both to sanctions that are within the legal framework, and to a self-control imposed by oneself to avoid incurring actions that may derive the assumptions of all regulations, because once it passes at the ethical level, that is, when it is put into practice, the magnitude of these actions and how to face them in the most positive and comprehensive way are established.

The person responsible in the administrative field will be the one who acts consciously, but also, who has full knowledge of the norm and, above all, the one who makes use of the skills of thought itself so as not to incur a fault, so as not to be the cause direct or indirect of an event occurred. The present essay tries to give an approach to administrative responsibility from the point of view of thinking skills, since every subject is obliged to answer for something or someone, whether or not fulfilling their obligations or paying care and attention in what he does or decides.

Administration as a practical activity existed since two or more people joined forces to achieve their common objectives, organizations also arose from it, where the study of administration emerged as a movement denominating Commercialism and continued with Administrative law from the French Revolution, to later constitute a field of political attention and public administration that advocate the achievement of efficiency in the management of government affairs, changing improvisation for foresight and basing its action on solid principles elaborated using scientific methodology.

But all forms of administration and their study should be studied according to the behavioral approach concentrating on human relations and the study of man's behavior, of the very resources that were administered, having as pioneers the studies derived from those movements called the Scientific, General and Industrial Administration advocated by Taylor and Fayol.

Since then, the factors linked to the concept of productivity have been emphasized, somewhat neglecting the human nature of the administration, although from 1930, after experimental research, a new management orientation called Relationship theory began. Human, who is interested in the study of relationships between people who must work together to achieve common goals.

All these advances and formation of the administration have influenced that today there are different ways of conceptualizing the administration and different ways of doing administration, in such a way that the Schools of Administrative Thought were derived.

Each school used its points of view, precisely to try to cover all forms of human behavior, as well as the responsibilities that those same behaviors imply and the way in which they drive the skills of thinking to make every process that refers more efficient to the administration.

But if it is understood that man is a thinking animal, from which a difference develops between what can be called natural thought and that deliberately developed and trained, therefore, within the administration, all thought that a person builds and puts in practice, it will lead to conduct that will be sanctioned or recognized by law, as discussed above.

And why treat administrative responsibilities from the point of view of thinking skills? Because each person has the duty to analyze, reflect, argue and justify a decision with justified reasons, because learning to think analytically, critically, creatively and also being aware of it is a skill that is learned and that is possible perfect with the support of strategies and constant practice.

Among the administrative responsibilities that are contemplated in Mexico, there are antecedents that during the presidential term of Miguel de la Madrid, the system of responsibilities of public servants was structured in a concrete way, when presenting to the Chamber of Senators of H. Congress of the Union the explanatory memorandum that reformed Constitutional Title IV, as well as the Initiative of the Federal Law of Responsibilities of Public Servants, which led to reform and add the constitutional responsibilities of all servants in order to establish in the essence of the Mexican legal system, the bases so that arbitrariness, inconsistency, confusion, immunity, inequity and ineffectiveness do not prevail, they do not corrupt the superior values ​​that the public service must protect.

And although administrative responsibility arises as a consequence of those acts or omissions that are defined, either by the legislation itself under which the appointment of the official was issued, the law that governs the act that was investigated, or by which contemplated in the Federal Law on Administrative Responsibilities of Public Servants, all acts must be based on the constitutional principles of legality, honesty, loyalty, impartiality and efficiency that guide public administration and guarantee good public service.

For this reason, the urgent need for each person to use the thinking skills to observe, describe, compare, relate, classify, infer, analyze, argue, and thus learn to think more efficiently, otherwise as individuals and as a species they they will have great problems and, consequently, great human problems will be inherited to the next generations.

And even when a series of processes must be taken into account to determine a behavior based on thinking skills so as not to incur any administrative responsibility, the COL (Ordered Understanding of Language) model provides tools for a better understanding of reality and to found a behavior to develop the ability to process information in order and in a complete way, emphasizing that mastering a topic through language, which implies answering seven key questions: What is being talked about? What worries about that? What do you think about it? What are you presupposing? What is the basis for thinking like this? Can you give an example? What do you think of the following example?

Now, if part of the stages of the administrative process, the thought of an administrator must have mastered the parts of it, such as planning, organizing, executing, evaluating, in order to optimize human, material and technical resources and financial resources available to achieve goals and objectives, so that your mind must be permanently immersed in these activities, an essential quality for a good administrator.

The COL log is a didactic strategy that consists of a note that collects certain information as a field diary, which awakens, develops and perfects skills and attitudes in the person who does it and thus supports memory and stimulates thought processes, all that It will awaken attitudes of self-management and self-responsibility, to organize ideas, which is important to emphasize that it must be developed with conviction, that is, voluntarily.

And in Mexico, when the culture and education of this country has been marked by a deficiency reflected in studies of organizations such as CONEVAL, among others, developing thinking skills implies being able to overcome the methodological or didactic insufficiency that can help those who carry out activities administrative to avoid incurring administrative responsibilities for improper, omission or uneducated conduct.

For this reason, the need for thinking skills to be developed in the workplace, even within the training areas of the dependencies, workshops should be implemented to provide the necessary tools to enhance thinking skills and thus public servants can foresee everything. type of conduct that later results in administrative responsibility.

By developing thinking skills, not only could the production of a service, raw material, or product be made more efficient, but it could also improve the quality of life of public officials, who both lack instruments that can avoid a possible sanction due to ignorance of the form in which they can face their reality from the thought itself.
