Evaluation, study and declaration
Environmental Impact Assessment is the name given to the entire information gathering, analysis and prediction process aimed at anticipating, correcting and preventing the possible effects that an action may have on the environment.
Environmental impact study of projects
The Environmental Impact Study is the set of documents in which the information necessary to evaluate the environmental consequences of an action is collected and analyzed. The actions studied can be plans, programs, construction projects, installations or public or private works. Each Study must contain, at least, the following information:
- description of the project and its actions environmental inventory and description of the key ecological and environmental interactions identification and assessment of impacts in the different alternatives proposal of protective and corrective measures environmental monitoring program synthesis document.
The Description section of the project and its actions, in turn, must include the following information:
- locationrelation of all the actions inherent to the action in question, likely to produce environmental impact detailed examination of the actions in their different phases description of the materials to be used, of the land to occupy, and of the natural resources whose affectation is considered necessary estimation of types, quantities and composition of waste, discharges and planned emissions, examination of the different technically viable alternatives, location plan, site plan and general plan of the action.
The Environmental Inventory and description of key ecological and environmental interactions section must contain the following information, insofar as it is accurate for understanding the possible effects:
- environmental conditions of the site prior to the execution of the works use, qualification and classification of the soil in the affected area environmental regulations that result from application identification, census, inventory, quantification and, where appropriate, mapping, of all environmental aspects that may result affected description of the key ecological interactions delimitation and mapped description of the affected territory for each of the environmental aspects comparative study of the current and future environmental situation, for each alternative examined.
Environmental Impact Statement
The Impact Statement is the pronouncement of the competent environmental authority. It determines, with respect to the foreseeable environmental effects:
- Whether or not to carry out the projected activity, if so, the conditions to be established in pursuit of adequate protection of the environment and natural resources, if appropriate, the specific conditions for environmental prevention of subsequent actions.
