The external environment influences decision making, the heart and inherent part of the Planning and influences the life of the Administrator, which leads him to efficiently supply the needs of the organization and his own. Throughout the new continent, Administrators operate in a pluralistic society where many groups represent their interests, influence other groups without character of absolute dominance.

Administrators must make sound decisions, in the case of an economic conglomerate, errors can be fatal and due to their high degree of seriousness, unforgivable and irreversible, they must take into account the external economic contentious: supplies, machinery, tools, industrial equipment. The workforce is vital in the organization since having trained, empowered, motivated personnel who feel that the company is theirs when carrying out the work, will facilitate the achievement of the proposed objectives.

Inflation is a scourge for the organization because the rise in prices makes it difficult to buy new and better supplies, it generates a certain degree of unemployment. The Government influences the management of the Administrators since it establishes taxes that must be paid obligatorily considering their level of utility, for this reason the public sector depends largely on the private sector. The Administrator must also carry out the work of investigator since he must know what clients want, what is their greatest need? And what are its weaknesses and strengths. Technology obeys man's need to further facilitate processes and innovation and is subject to categories which define its characteristics.The legal norms influence the general work of the organization and the Administrator already establishes the guidelines that limit acting and that restrict and allow certain acts. Social beliefs are an inherent part of the people and the Administrator's respect for them reflects his humanism and understanding of the cultural environment.

Social responsibility is due to the commitment that the organization has with the external environment is considered, its repercussions on the environment are accepted or sanctioned according to the benefit or the severity they represent. Responsibility places organizations at a delimiting point where they must agree on beneficial solutions and alternatives for themselves and for society.

Ethics concerns the study of moral norms that relate to good and bad, with moral duty and obligation. Ethics has a wide field of application in business and social life. There are three moral theories that regulate ethical behavior: The utilitarian theory assumes that all things and all acts have a degree of utility, that they must serve something for some benefit. The theory based on rights that establishes that people have rights and must exercise them for the good of society and finally the theory of Justice based on the principles of equity and social justice for all. It has been suggested that businesses develop a code of ethics based on equity, transparency, thus avoiding corruption and runaway treason,Ethical standards can be raised through various guidelines, such as establishing controls that check for illegal or unethical acts.

The Administrators are totally complete when they interact and dominate the fluctuations of the environment and those of the internal environment of the organization, their contribution to the economy of a country and to the economic sciences is significant, placing them in a high rank within the scientific and rational world and they make possible with excellent management, compliance with all internal objectives that benefit the organization and society.
