Violence against women and minors in Peru

As the second decade of the 21st century is about to end in an uncertain and changing environment in the economic and geopolitical field, organizations must adapt to changes, but to do so successfully they must have a Business Climate that allows them to develop, invest, promote research in the development of new products or services in order to be more competitive in the market and to be increasingly efficient and effective.

However, one of the problems faced by organizations in the world, especially in less developed countries, is the growing violence against women and minors, since this affects the Business Climate, by generating instability in human resources in the organizations, which are reflected in absenteeism, interpersonal conflicts, among others. To analyze this issue, I will take the Peruvian case as an example.

As is publicly known in recent decades, the perception of cases of violence against women and minors in the country has increased, and as a result of these cases, the object of wide coverage in different press media, the parliamentarians of our country have taken action to combat this scourge.

Recently, the plenary session of the Congress of the Republic unanimously approved the opinion that modifies the Penal Code and the Code of Children and Adolescents, in order to expand criminal protection for cases of violence against women and members of the family group.

The measure obtained the green light from Parliament with 94 votes in favor and with interventions by representatives of all political groups following the same line, in which the speakers even stressed that despite political differences they agreed on this issue.

In addition to the increase in penalties in the case of femicide, which can reach life imprisonment, the loss of parental authority was also approved from the start of an investigation for assault.

Also, the parliamentarians emphasized the call to an extraordinary plenary session in which projects in favor of women are discussed, a request made for months from several political stores.

Likewise, it was approved to summon the Attorney General to go before the Legislature to explain the actions of the Public Ministry in this type of case.

On these measures I must point out that I partially agree, since in my opinion the underlying problem is not being fought, which is to take actions to prevent these deplorable events from occurring, the problem will not be solved only by increasing the penalties, given that the subjects perpetrators of these crimes are not going to be intimidated with an increase in penalties because they are individuals who lack mental health.

The problem will be combated efficiently and effectively with an adequate mental health policy for the population, with the strengthening of values ​​in the country's families, with the support of the press so as not to exacerbate the population's morbidity with news sensationalists of these crimes, and with a good civic training to respect women and minors in schoolchildren in educational centers nationwide.

In this sense, with an adequate strategy to confront violence against women and minors, banishing approaches that obey more to conjunctural positions of a political nature, than to deep technical foundations, we can reduce the rates of violence against women and minors with the consequent benefit of, in addition to giving tranquility to the population, creating a suitable and attractive Business Climate for both local and foreign investors.
