We must infer as "Mapping of Actors", the identification and census process that allows determining individuals, organized civil society, government delegations, educational institutions, municipalities, projects and external technical and financial cooperation agencies.

The main objective of having a mapping of actors is to carry out an analysis that allows decision-making regarding their level of participation depending on their nature, profile, level of decision and presence.

The document presents the main actors identified, based on their level of participation in the "Participatory and Consultation Workshops" developed within the process of "Departmental Strategic Planning", it is necessary to emphasize that the collection of information that allowed to provide an overview of the The actions of the identified actors were by means of a brief and in some cases the necessary access was not available, which does not allow us to provide a global panorama of the actors' situation at the departmental level.

As a follow-up phase, visits will be made to the different municipalities in order to purify and identify actors who develop specific actions at the municipal and regional level, in addition to incorporating in a more exhaustive way the Programs and Projects financed directly by the government., co-financed by international cooperation or financed exclusively by international funds.

As a final product, we developed a Database in "Access", which will allow to give continuity to the identification and analysis of key actors in the subsequent process of the "Strategic Departmental Development Plan", strengthening the "Departmental Technical Unit" (UTD) of Rivas.

Waiting from the presentation of this document, the feedback that allows to refine and strengthen the data reflected in the information presentation matrices.

1.Objectives

  • General Objective Present in raw format, the progress of the process of "Mapping of Actors" of the department of Rivas, with direct impact on the process of "Departmental Strategic Planning". Specific objectivesEstablish a feedback process with the identified actors, which allows to purify and strengthen the database of the identified key actors, which allows in the short term the incorporation of the majority of key actors, for the development of the database in "Access" data to be used by the UTD of Rivas; Consolidate the information collected in a primary and secondary way, which allows the adequate convocation of the different "Workshops" to be developed during the second phase of the process; Develop from this information compendium, the process of classification and analysis of actors, which will allow to present a general radiography of the level of participation in the process of "Departmental strategic planning" Preparation of Access databases,facilitating the consultation process by users of the Departmental Technical Unit.
  1. Initial proposal for the classification of actors

As part of the feedback process developed from the beginning of the consultancy, a suggestion by the PROFODEM-GTZ Consultant (Ms. Guadalupe Wallace) on the model of "Classification of Actors" is incorporated, which adjusts to the proposed model initially, which will also allow the homogeneous handling of information between consultancies and projects.

Forms of classification of actors:

  1. Depending on its nature:

a.1 Central Government: it is made up of public companies, that is, the institutions that pay the employers. Which is sure that investments increase through private, national and foreign investments. Specifically, the government focuses on three policies for the improvement of the country, which are:

  • a resolute policy of market access to promote exports, openness and the signing of free trade agreements, a policy for the development of core infrastructures, an attraction of investment

a.2 Local Government; This is the attention in the area of ​​municipal strengthening which began in the 90's. In this we locate the programs and projects executed in most cases. Local government is exercised by competent and motivated authorities, whose efforts are aimed at generating an administration and management process that is appropriate and adjusted to the characteristics and development needs of the locality.

It is in these realities (intermediate cities) where urban management will then tend to solve bottlenecks, reduce friction or friction, which make it difficult to carry out development initiatives, as well as the materialization of opportunities for development. further development that the same process generates or hints at. The fluid and timely solution to urban problems, understood as expressions of inefficiencies or imbalances in the development process, constitutes the sense and purpose of local government.
