  • Rationale and justification

The current management system for municipal solid waste (non-industrial), ordinary and special, of the municipality of Santo Domingo Norte (district 1 and 2), basically consists of the collection of household, commercial and service waste and others, municipal transport and disposal. end of waste in the Duchess landfill. Although there are organized civil groups that collect waste or recycled waste such as glass and paper at the doors of houses and shops, this practice is not systematic.

On the other hand, the work of the «divers» in the selection and recovery of the waste at the final disposal site (sanitary landfills) is warm and justifiable under the current management system, however, from the point of view of the health of the divers the work is questionable. Although the current system solves the immediate problem of "disappearing" the city's garbage, it does not promote the principles of pollution prevention, as it does not have a strategy to minimize waste or residues, nor does it promote the principles of shared responsibility of waste producers in the management process of these.

In addition, the waste recovery processes (reuse, recycling, among others) occur in isolation. And while the problem of waste management is currently manageable, future management difficulties will increase as a result of population growth and current consumption habits, thus generating an environmentally unsustainable system, more and more garbage and more landfills. The problem of the location of the sanitary landfills and the unsustainable, more and more garbage and more landfills is still not solved. What is the most appropriate from the environmental and territorial point of view, a sanitary landfill for each municipality, or a landfill for many municipalities, as is currently the case?

  • Description of the problem

Starting from the premise that the previous model of waste management is an environmentally sustainable system, it is worth asking: is it feasible and feasible to carry out a program for the management of ordinary, bulky and special waste from shops, offices and services (commercial waste) and household waste (household waste) for the Santo Domingo Norte city council? A program of three whose axes of action will be the formulation of guidelines for the management of ordinary waste, prevention, selection and collection of waste, recovery, disposal of rejection in controlled deposits, disclosure and communication? A program that incorporates citizen awareness in the waste minimization process, as well as the operationalization of the selection, collection, transport, deposition and recovery of waste? A program in which the executing agency is the municipality, technically and normatively directed by a "waste board" in which representatives of the civil community, commerce, primary and secondary education centers, the one, the mine, participate?, the mag, among others?

  • Target group and impact zone
  • The management of a sustainable solid waste management system by the municipality with the support of the community The target population is the municipality of Santo Domingo Norte.
