With the second decade of the 21st century coming to an end in an uncertain and changing environment in the economic and geopolitical sphere, organizations must adapt to changes, but to do so successfully they must have a Business Climate that allows them to develop, invest, promote research in the development of new products or services in order to be more competitive in the market and to be increasingly efficient and effective.

However, one of the great problems facing organizations in the world is the actions taken by the governments of the countries in matters of economic policy, regulatory framework and management, given that these affect the Business Climate. To analyze this issue, specifically in the regulatory framework, I am going to take an example from Peru.

Recently, the Commission of Andean, Amazonian and Afro-Peruvian Peoples, Environment and Ecology of the Congress of the Republic of Peru, approved the ruling that prohibits the use of single-use plastic bags, technopor and straws, in order to protect health and the planet.

“After several months of debate, it has been decided to approve this opinion that must go to the plenary session, by which Peru has to move towards the progressive prohibition of the use of plastic, in three years. By 2021 we must be free of single-use plastic ", explained the head of the congressional commission, Marco Arana.

With regard to this opinion, I must express that I agree, given that various scientific studies have shown that plastic causes serious ecological damage, single-use plastic can take up to 100 years to degrade and when going to rivers, streams and the sea, and being ingested by marine animals, cause their death after a while, in addition to this, plastic enters the food chain and humans can end up consuming the plastic that animals ingest, with the consequent damage to the health and lives of people.

Likewise, we must remember that the Political Constitution of Peru states in its seventh article that "everyone has the right to the protection of their health…", and in the ninth that "the State determines the national health policy…" and having proven technical and scientifically that plastic causes serious ecological damage, affecting marine systems and the health of the population, the aforementioned opinion is appropriate and necessary.

Therefore, if we want to safeguard and protect our environment and the health of the population, it is recommended that the State lead intense education campaigns, at all levels of society, to promote the non-use of single-use plastic containers..

In this sense, I must reiterate my support for this Opinion of the Commission of Andean, Amazonian and Afro-Peruvian Peoples, Environment and Ecology of the Congress of the Republic of Peru since in my opinion it implies an awareness of the care of the environment and the Peruvians' health, which will have a positive influence by creating a favorable business climate for both local and foreign investors, with the consequent benefit for the country.
