1. Introduction

The country is currently experiencing one of the most important periods in its history, in which the decisions made as a society will largely mark the success of Mexico in the coming years. After the great economic turbulence witnessed at the end of the 20th century, the country begins this new century with great opportunities, but also with great challenges that threaten the tranquility and quality of life of Mexicans. Some of them have been part of the national environment for a long time, while others are beginning to manifest. But beyond the current complications, Mexico is a country with great opportunities and promising expectations for the future.

It is for this reason that as a citizen I make a citizen proposal on public safety. The security problem is one of the most important challenges for society and one of the most important challenges that the Mexican State has faced.

The concept of “public security”, which emerged in the Mexican federal regulatory environment in 1994, recognizes that security is a responsibility of the State as a whole, which is aimed at preventing and punishing both crimes and administrative offenses, and safeguarding order. and public peace.

1.1. Legal framework

To carry out this responsibility, the federal government established the program for national security 2014-2018, which highlights the challenge of guaranteeing Homeland Security and reducing violence where it affects the population most.

Considering the prominent role that the Armed Forces have played in the preservation of public order and the containment of organized crime, this program presents public policy options to strengthen democratic governance and Internal Security throughout the national territory.

The foregoing, in accordance with the demands of Mexican society and the objective of achieving a Mexico in Peace, in which the freedom, life, well-being and heritage of all citizens are guaranteed by the full validity of the Rule of Law.

To face these challenges, the Government of the Republic has defined two:

Great strategic objectives:

  • Consolidate the National Security System to ensure comprehensive attention to vulnerabilities, risks and threats to National Security. Ensure that the National Security policy of the Mexican State adopts a multidimensional perspective to promote the achievement of national objectives and interests.

The consolidation of the National Security System will allow the Head of the Federal Executive Power to have the institutions, processes and instruments to comprehensively address the National Security agenda of the Mexican State.

The statistics reported by the National Citizen Observatory of Security, Justice and Legality (ONC), regarding business robbery in the Federal District are:

Business robbery is a crime that affects the quality of life, not only because of the economic damage suffered by the owner and the employees of a business, but also because of the psychological impact it has on security levels. Given the figures, the incidence of this crime has been increasing.

In the Benito Juárez Delegation, there is constantly this type of crime against commercial businesses, apparently individuals appearing as clients and once they are inside the premises they attack in broad daylight, where the federal police assist with opportunity but not with the means of transport appropriate, asking countless questions that do not solve the crime problem but hinder the resolution of the crime and prevent the immediate location of the offender.

Likewise, the lack of public lighting in the area where "the deer park" is located is very tenuous, which leads to armed assaults on people and businesses.

3. Proposal "Security in your business"

Therefore, the Delegate of Benito Juárez in conjunction with the Secretariat of Public Security, requires to take strict measures regarding this situation of insecurity in business, for this reason he made a citizen proposal which he called "SECURITY IN YOUR BUSINESS" whose sole purpose is to contribute to the improvement of security in the businesses of this delegation and in which I propose to carry out the following actions:

1. Substitute bicycles for Segwey (it is a versatile transport solution, specifically designed to meet the needs and make the work of police officers more efficient), this will allow reaching the site with greater opportunity and a more versatile movement (on sidewalks and under them) to locate the offender.

2. Establish neighborhood type Commercial Alarms, where the person in charge of the premises or employee, through a button, activates an audible alarm and a light turns on indicating that the premises are being attacked and this in turn is connected to the nearest security module.

3. Create the Vigilant Neighbors Program.- The objective is to reduce the opportunity by multiplying the eyes. The system is based on solidarity, on participating. It begins with the organization of an area, where neighbors, exchanging their telephone numbers and increasing the observation, form a solidarity chain, alerting and consulting each other before the detection of any abnormality or suspicious attitudes. If deemed necessary, or in view of the crime in progress, they must immediately notify the Police. The residents of the different functional units will choose physical spaces where they can meet and in which they will exchange experiences between the different areas. New ideas or the need for corrections will emerge from these meetings.
