2. Introduction

This work plan is the planning instrument for the development for the third consecutive year of the Innovation Project called " Developing Leadership Capacities in the members of School Municipalities of the province of Islay ", trying to enhance the innate leadership capacities they have the members of the School Municipalities in our province, in this orientation started in 2010, with the actions carried out in a decentralized way in the districts of the UGEL Islay understanding and at the primary and secondary educational levels.

Considering that it is necessary, due to the same dynamics of the School Municipalities that each year renew their leadership and classroom cadres, to reinforce the work dynamics in the new members and the new norm applicable as of 2011, to strengthen their implementation with new training oriented to leadership, self-esteem and civic and civic values.

3. Rationale

Depending on the existing problems in our society, where values ​​are replaced by anti-values, the lack of credibility of the promises made by current pseudo-leaders, the intention of forming new leadership cadres from educational institutions on the basis of the platform of School Municipalities, where we consider their members to be innate leaders.

The project is aimed at generating spaces for participation and consultation, where the students who are members of the School Municipalities will develop their leadership capacities and will be integrated into a process of involvement in the existing problems for the sustainable development of education in their district jurisdictions and in the provincial and regional levels; that leads them to proposals and alternative solutions that are binding on the policies of their Educational Institutions, Local Governments and Social Groups.

4. Objectives:

- Generate spaces for democratic participation and consultation where the leadership capacities of the members of the School Municipalities are developed

- Institutionalize an organizational model of democratic school participation that promotes educational experiences for students.

- Strengthen the role and mission of the School Municipalities

- Integrate our school leaders into the processes of social democracy

- 22 Privately Managed School Municipalities and 154 students

6. Description:

- The project is aimed at generating spaces for participation and consultation, where the students who are members of the School Municipalities will develop leadership skills and will be integrated into a process of involvement in the existing problems for the sustainable development of education in their district jurisdictions and in the provincial and regional levels; that leads them to proposals and alternative solutions that are binding on the policies of their Educational Institutions, Local Governments and Social Groups.

7. Work strategy:

- The strategy includes meetings for four (04) months of the School Municipalities at the provincial and district levels to develop a thematic agenda previously established by a Technical Team made up of the entities responsible for this project and their strategic allies. These meetings will have the characteristics of a workshop and specialized exhibitions on the subject matter.

- The product of the meetings will be materialized in a Correlatively numbered Joint Declaration of School Municipalities, which proposes the binding nature of the opinions and / or proposals to the Local Governments, UGEL Islay, Educational Institutions and other participating organizations.

8. Potential lines of future development:

- This project, after evaluating the results and achieving goals, provides for the proposal to hold the III Provincial Meeting of School Municipalities, the same one that aims to bring together all the members of the School Municipalities in an event that socializes their experiences and allow the strengthening of their developed leadership skills captured in previous trainings.
