Introduction
The document to be presented is part of the “Kit” of products developed by the KfW / GITEC consultancy, as part of the process of preparing the “Land Management Plan” for the Upper Yaque del Norte River Basin and the Municipality of Jarabacoa.
Management-and-conservation-of-natural-resourcesPromoted as of November 2003 by the Project for the Management and Conservation of the Upper Yaque del Norte River Basin (PROCARYN), the Ministry of the Environment and Natural Resources, the City Council of Jarabacoa and the German Cooperation integrated by the KfW and GTZ and supported by the GITEC-SERCITEC Consultants Team.
The "territorial ordering" must be conceived within a strategy of social and economic growth that allows the safeguarding and rational management of the natural resources that exist in the territory. The prioritization of actions at the territory level is a frame of reference that most natural resource management and community development projects carry out at the beginning of their activities or at a point in the execution process.
The local actors through the municipal councils and the civil organization wish to concentrate their actions on the development of specific projects that respond to the immediate and prevailing needs of their communities, seeking to concatenate joint actions that allow establishing short-term activities to improve the production systems, family income and at the same time it allows to preserve the environment of their communities is a constant question and an implicit condition to achieve a sustainable management of the Upper Yaque del Norte River Basin.
There are different analytical approaches that a "land use planning" process may have and this will depend on the information needs that the user of the process wishes to obtain for decision-making that allows orienting or reorienting activities in a territory.
The current document is presented as an "executive summary" of the results of the process of "territorial ordering" of the "Upper Yaque del Norte River Basin" and of the "Municipality of Jarabacoa", presented broken down at the "Microbasin" level, treating that in a simple format outline the main characteristics of the basin and the main micro-basins found within the territory. In addition to briefly presenting the methodological proposal for the development of management plans for the prioritized micro-watersheds.
The “Micro-watershed” is the basic planning unit that allows the orientation of activities for the management of natural resources and community development, this implies:
- Prioritization of activities at the priority micro-basin level; Concentration of activities to maximize financial, human and logistical resources; yGeneration of strategic alliances that allow the concentration or unbundling of actions at the level of specific territories of activities.
Based on the principles outlined in the previous paragraph, this document seeks to serve as an “executive summary”, it contains in summary form the main biogeographic, demographic, socio-productive characteristics, results of the Land Use Capacity Study (ECUT), the Diagnosis Critical Areas (DAC) and the Rapid Socioeconomic Diagnosis (DSR).
The execution of the actions proposed in the Territorial Ordering Plan are part of the proposal of solutions that the civil society organized in the "institutional architecture" of the territory (municipality, basin and micro-basin) must guide the development proposals within the "Strategic Planning ”.
Methodology
For the development of this document, the following methodological steps were developed:

Presentation of summary sheets at the micro-basin level
The summary file allows to quickly obtain the framework information at the level of the Micro-basins that make up the Upper Yaque del Norte River Basin, concentrating on the macro information that allows to support the Presentation of the development proposals of the Micro-basin in the short, medium and long term, according to the proposed priorities.
