The present work seeks to focus the foundations of a new way of Management of the Authority, based on the Quality, Productivity and Competitiveness of Government Management of the Autonomous City of Buenos Aires. This project is centralized in said city for a matter of proximity to it, this project is naturally replicated to other cities, municipalities, municipalities and powers.
It is about implementing a Quality Management system in decision centers so that they incorporate the philosophy of Perpetual Improvement and Certify their methods according to ISO 9001: 2000 within a few months, so that from there, Let's start to achieve the objectives of GB Management by using the ISO tool.

Self-financed by the reduction of non- quality failures, the Secretary: "Staff Secretary for Quality, Productivity and the Environment", starts working so that within 4 years it can carry out the necessary sanitation for the materialization of substantial savings throughout the scope of the executive.
Secretaries are for life and may not be removed by any government.
Each member of our teams commits one year of management without fee, although with productivity awards, at the head of the Secretary, all other charges are rented, and all UTN services are billed.
The same will be done according to the resources obtained by this secretariat, which will have financing capacity since all its activities will be open to outside the autonomous city, and held for them in order to achieve self-financing as much as possible.
But 25% of the improvements measured according to the agreed formula, will be obligatorily reinvested in the activities of the secretariat.
For each saving of more than $ 500,000 in a year, the Head of Government will recognize $ 5,000 per year as a premium payable to each secretary, for each savings package greater than $ 500,000 per year without recognition of fractions, all awards being expressly excluded. for lower savings values.
For savings in excess of $ 1,000,000 annually, the team of directors will charge $ 5,000 each as a non-remunerative award collected on the same date that the secretary collects it.
This means that the City appropriates 75% of the savings, being obliged only, to respect 25% in order to generate an increasingly strong Secretary of Quality and productivity.
Incumbences:
The Secretary for Quality, Productivity and the Environment has responsibilities in all organic sectors of the city of Buenos Aires as well as in all autarkic sectors, such as the Puerto Madero Corporation, the Southern Corporation, Urban Highways and Banco Ciudad and any other formed or to form.
