CONCLUSIONS
- There will be no DR, no socioeconomic, or political development; if before there is no cultural development. And cultural development cannot take place without the development of the BP that must fulfill the social function as an agent of change by adequately informing users. The BP is an institution of the State, and therefore promoted and sustained by it. It fulfills a role of service to the population but its possible effects are mediated with the intervention of powerful mass media, which are also ideological apparatuses of the State that help maintain a determined power structure. The public library must be an agent of exchange for the DR, and not an inert entity, as has happened in most developing countries. But this immobility has been promoted by the State itself,because the library is not an institution that interests you as a legitimation mechanism or a productive entity.
