Social function of the public library for rural development

Anonim
  • The BP within the underdeveloped countries is marginalized and without any leading role in society. The theme to be developed is: “ Social function of the Public Library (BP) as an agent of change for Rural Development (DR). The work It is divided into: A conceptual theoretical framework, The subject itself and The Bibliography and Conclusions.

PUBLIC LIBRARY (BP)

It is the institution that fulfills a social function as an agent of change by transmitting information and knowledge to the DR without distinguishing religion, race, political ideas, or gender or sex. "Information for all." "It is an education center for the people"

RURAL DEVELOPMENT (DR)

Human, social, environmental and productive capitalization process that guarantees the constitution of a "Peruvian Rural Society" where farmers, the State, and entrepreneurs participate in the transformation to improve the quality of life of the rural Peruvian population.

BP'S SOCIAL ROLE AS A CHANGE AGENT FOR DR

BACKGROUND

BP's idea of "Serving All" began in England and the USA in 1810 or 1820 (more or less) and was introduced in Latin America, approx. 1840, first Chile and then Argentina. Domingo Faustino Sarmiento was the creator of the Popular Library in Argentina, and defined the BP as: "one of the most powerful agents for the dissemination of useful knowledge."

SOCIAL FUNCTION OF THE BP

  1. It develops a complementary action to the Rural School, trying to raise the socioeconomic, intellectual and moral position of rural populations. Through the different activities that are carried out: training courses, productive workshops, talks on various topics, useful vacations, etc. It serves many citizens who had to leave school prematurely (very typical of rural areas), providing them with materials and personnel. adapted to their information needs. It facilitates and stimulates reading in rural areas, acting as an effective instrument against illiteracy, which in Peru and Latin America is one of the socio-educational problems that we suffer from. BP's social role, It will depend a lot on its structure: Children, Youth, Adults, Senior Citizens Section; and its organization system:Central and branches, mobile libraries, bibliobus, suitcases of books. Modalities widely used in rural areas in many countries. Help disoriented and unaccustomed users to consult the rural library, stimulating, motivating and attracting them in order to obtain the maximum benefit and satisfaction from their reading. Function as an "Information Center for all ”and not as a“ Deposit of bibliographic and audiovisual materials ”, for the use of all members of the Community, especially in rural areas. What is interested in getting informed, increasing their knowledge and culture, intensifying their appreciation of life and achieving their ideals.Help disoriented and unaccustomed users to consult the rural library, stimulating, motivating and attracting them in order to obtain the maximum benefit and satisfaction from their readings. CONCLUSIONS

  1. There will be no DR, no socioeconomic, or political development; if before there is no cultural development. And cultural development cannot take place without the development of the BP that must fulfill the social function as an agent of change by adequately informing users. The BP is an institution of the State, and therefore promoted and sustained by it. It fulfills a role of service to the population but its possible effects are mediated with the intervention of powerful mass media, which are also ideological apparatuses of the State that help maintain a determined power structure. The public library must be an agent of exchange for the DR, and not an inert entity, as has happened in most developing countries. But this immobility has been promoted by the State itself, because the library is not an institution that interests you as a legitimation mechanism or a productive entity. For this, education and the mass media are much more efficient and therefore have been considered a priority before Libraries. The public library, in a context of underdevelopment, remains an institution isolated from the interests of the population Despite all the individual efforts to avoid it, the BP and the DR, although not closely related to each other, supported by a coherent educational policy, a political decision at all levels of government could obtain great benefits for rural populations who are marginalized and in extreme poverty.Education and the mass media are much more efficient and therefore have been considered a priority before Libraries.
