The link of the educational process of the university student with the labor practice and its projection in the community, is present in every action developed by the professionals of the Law who serve as professors in the Municipal University Centers (CUM); The direction of the career in the municipality of Consolación del Sur has been proposed through the labor component, to consolidate the modes of action of the future professional as part of the teaching-learning process. Taking into account the subjects of the study plan, a system of activities are planned to be developed by the students that consolidate the knowledge systems of the disciplines and subjects, encouraging them in the search for information, contributing to the development of communication skills of oral expression and written vital for the exercise of the profession, which enhance values ​​such as love for the profession, sense of belonging, responsibility, professionalism, humanism and solidarity among others.

Introduction

The new Cuban university from the formative processes contributes to the comprehensive general training of professionals so that they defend with solid arguments the most genuine values ​​of the revolution and socialism, develops skills that guarantee excellence with high scientific-technological productivity, with a cultural horizon valid to satisfy the needs of your country and successfully insert yourself in the international scene. Aspects that the Cuban Ministry of Higher Education takes into account, which assumes with high responsibility the formation of a comprehensive general culture in the professionals who are preparing for the exercise of the profession.

Within the general objectives of the professional model of the Law career, the active participation of the student in social life is established, demonstrating in all his actions a solid scientific, cultural, political and social preparation supported by values, assuming patriotic, political positions, ideological, ethical and moral in accordance with the Martian and Marxist Leninist principles on which our society is based.

In the formation of the future Legal Consultant, it is important to create professional habits and skills through the labor component, motivating them to exercise with the active interrelation of the students with the professionals, in this way they are prepared in the qualified work they carry out, contributing to achieve comprehensive professional legal training in our students.

The tutors of the students of the Law degree use methods and routes in the activities planned for the labor component in the Juridical Consultancy of Consolación del Sur that favor intra and interdisciplinarity and contribute to the development of their modes of action.

The labor and research component, taking into account the characteristics of the students of the (CUM) offers the conditions of quality and relevance necessary to train legal professionals with adequate theoretical-investigative-practical training that will allow them to effectively and efficiently carry out their job responsibilities in the different spheres of action and fields of action of this university career.

Development «The teaching-educational process as a whole, has another quality in correspondence with the level of approach to life, a quality that can correspond to a classification, of an academic, work and research nature, interrelated dialectically with each other. Again, it must be clarified that it is not just a component, but a quality because it refers to a type of process, as a whole, while in each of the types of process, all its components will be determined by its character, the labor is specified in each and every one of the components of the teaching-educational process ”. "Academic, investigative and labor are traditionally called organizational components of the process, to characterize a type of teaching-educational process, in which the content has a specific quality of approach to the surrounding reality, to the social reality " (two)

"Research requires that it is the fundamental way of facing problems and solving them, and is present both academically and in the workplace, when they are problematic. It acquires, due to its significance, its own personality, in those cases in which it is desired to stand out, as occurs in diploma work and courses in higher education ”. (3) "The academic, the labor and the investigative are, therefore, a typology of teaching-educational processes classified according to their degree of approach to life, to objective reality." (4)

The integration of the academic, the investigative and the labor, involves a series of aspects such as, the relationship between theory and practice, study and work and the passage from the fragmentary to totalizing vision, it is about reviewing the type of relationship that is It gives between the learning subject and the content of the curriculum and its conception, which is what will guide its elaboration and its expression in the teaching-educational process, at the same time basing the character of the activity that the student will carry out.

When designing the teaching-educational process, the contents object of assimilation by the students can be classified according to the degree of approximation to the real objects that exist in the social context in the labor, research and academic fields.

The content contains, as a culture, the system of knowledge, skills and values ​​of a branch of human knowledge. The content of each subject approximates or does not approximate the future object of work of the graduate, therefore, we repeat, that when it coincides with the object of work of the graduate it is labor. The work-research activity and its relationship with the disciplines that make up the study plan, make it possible to put the student in direct contact with their future work from the first year of their career, structuring learning on the basis of professional problems, materializing the commitment social of training processes and services and taking into account that teacher-labor-research integration is not only an integrating concept or a coordination system, but is also a strategic necessity that is aimed at achieving the participation of all intra and extrasectoral factors, in the qualitative changes necessary in the education and practice of the legal sciences.

We can mean that comprehensive training with a poor work-research concept, weighs down the projection of the student, who when contacting the multiple problems of the environment where he performs his education at work will be limited in its possibilities and potentials to provide solutions to These problems, showing the cracks that can be overcome if the teaching-educational process in its design is correctly planned on the basis of the relationships between the content system of the different disciplines and their dynamics, the content system is developed on the base of the relationship and integration of the disciplines with the main integrating discipline by stages, blocks and academic years depending on the modes of professional performance.

The legal consultant's work consists of advising in the following directions: acting as the entity's legal representative before other entities; advice to the director, officers and officials in all legal matters related to the activity carried out by the Entity; maintain control of the legal file; issue opinions of all legal instruments that are submitted to its consideration, write legal instruments such as Resolutions, Instructions, Contracts, Circulars and Agreements; advise the management of collections and payments; represent the entity in the administration, arbitration and judicial processes in the People's Courts; advise on labor processes; prepare Legal Disclosure programs among others,all of them closely linked to the subjects that are taught to the students of this career and that they can exercise in practice to break with traditional teaching and stimulate development in professional ways of acting.

As the Law is the result of economic and social transformations of a country, it is essential that the lawyer is sufficiently prepared from an intellectual point of view to face the new challenges that development itself has imposed.

The training of the Consultants is an imperative of the MINJUS, which is not only limited to technical meetings, it is necessary to participate in courses, specialties, diplomas and master's degrees that allow them to improve themselves in order to perform an efficient job, in this way the CUM student consultant-tutor helps to strengthen professional skills and creativity in interpreting laws and scientific-technical information.

To carry out the study-work link since universalization, a set of activities has been designed in correspondence with the experiences of teachers who work in the Municipal Branch of Higher Education in the municipality of Consolación del Sur, where the student can integrate knowledge received in the educational teaching process and put them in function of the fields of action of their profession specifically, in this case, in the Legal Consultancy.

The disciplines contribute to the development of the professional's modes of action for the pre-professional practice planned for the labor and research component in the CUMs from the activities that are designed by the subjects.

In the subjects of Law of Obligations and Contracts, since the Economic Contract is a source of Obligations, the following activities are oriented:

1- Completion of a Purchase Agreement between two Companies, taking into account the formal requirements established.

2-Determination of the procedure to be followed by the consultant in a company that fails to comply with some of the contractual clauses governed for contracting.

3- Drafting of a demand, from the promotional document to its conclusion as appropriate, in processes of the Entity where it is located to develop its labor component.

4- Review of the procedure established for the management of Accounts Receivable in the Entity and its effectiveness.

In the subject of Property Law due to its importance at the present time, we guide the following activities:

1-Guide the population and the Entity on legal procedures regarding real estate and its registration.

2- Contribute in the Popular Council and in the Entity to the dissemination of current regulations regarding neighborhood relations, dominance and patrimonial regime and real rights in general.

3-Guide the entities of the cooperative sector the importance of granting land in usufruct as a real right of use.

Regarding the subject Agrarian Law, the proposed activities are:

1- Proposal of a practical case on the process of adjudication of inheritance and inter vivos transmission of land and agricultural goods in a Cooperative of Agricultural Production (CPA).

2- Agreement on an Insurance Contract for the tobacco campaign of an Agricultural Production Cooperative (CPA).

3- Practical activity about the Tax on the Use of the Labor Force in Credit and Service Cooperatives (CCS).

4- Show the fissures that the process of contractual agreement between the CCS and CPA with the State Companies has had in practice.

5- Evaluate how the land delivery procedure behaves by Decree Law 259 and the deficiencies that have arisen in the cooperatives.

Currently, greater autonomy is given to companies to decide the contracting conditions, so the following activities are proposed in the subject of Economic Law:

1-Write a service contract taking into account the actual plan of the entity to which the service will be provided.

2-Determination of the scope of material responsibility in the current economic contracting regulation.

3-Evaluate contractual freedom in a company in business improvement.

In the Labor Law course we propose the following activities:

1-Advise the Entity's Human Resources Department on the job hiring process.

2-Evaluate an employment contract in an Entity that is within the business improvement system.

3-To guide the Entity's workers on the procedure for the imposition of disciplinary measures.

4-Guide workers and managers on the different procedures that solve labor conflicts and the bodies that settle them (Basic Labor Justice Bodies and People's Courts), especially in the cases of the procedure to determine those available.

In the Financial Law course we propose the following activities:

1- Evaluate the implementation of the eventual agricultural worker as a self-employed worker at the present time in the cooperatives.

2- Update of the inscription in the Taxpayers Registry in accordance with Resolution 113 of 2010 in the entities served by the Legal Consultancy where they perform the labor component.

3- Evaluate how tax discipline behaves in the entities where it develops its labor component.

In the Environmental Law Course that is taught in the sixth year, the Consultant plays a fundamental role in the dissemination and application of it in the entities it serves, so we propose the following activities:

1- Evaluate the environmental situation in our area of ​​action.

2- Apply compliance with the principle of sustainable development in the entity where it develops its labor component.

3- Disseminate in a neighborhood debate what is the protection of the human environment.

4- Carry out in the State Entity, the environmental impact assessment and the state environmental inspection.

In relation to the subject, the Ministry of Justice issued Methodological Guideline No. 4 of 2006, indicating the work of the Auxiliary Technicians of the Legal Consultancies, understanding by them the technicians who assist the work of legal advice provided by the consultants; where law students through the labor and investigative component quickly contribute to the handling of matters that are aired, act as intermediaries with clients, whether they are legal persons or natural persons in the provision of legal services and others functions established in the Guideline, which entered into force from January 2007.

Through these activities, the labor-investigative training of the students and their educational approach are achieved, consolidating the development of the model of professional training in Law in our Cuban social project. This component guarantees the integral formation of the student to live in society, contribute to the solution of problems and transform it.

Conclusions

The development with quality of the labor-research component in the Law degree at the CUM in Consolación del Sur has confirmed that:

• The students demonstrated independence, creativity and analytical skills, reaffirming the mastery of the fundamental theoretical questions studied in the reference subjects.

• They were able, taking into account the legal prescriptions of the different legal subsystems, to assist in advising the entities of the State and Cooperative Sector, preparing Regulations, Resolutions, Contracts, among other legal instruments.

• The search for information, self-preparation and the ability to act and intervene on behalf of and on behalf of the contracted users were encouraged in these.

• Ethical and professional values ​​were incorporated in the students not only in the workplace but also socially.

• They were instilled with love for the profession, a sense of belonging, responsibility and professionalism.

• It was possible to link the student with his socio-family environment through university extension activities (neighborhoods-debates, talks, assemblies of cooperative members).

• Identification with the Jurist Code of Ethics.
