Insecurity in Venezuela is more than just a sensation

The latest information on insecurity in Venezuela, available in the media, is the report "Crime as a factor of citizen insecurity", and from there we extract: "… 98% of cases of homicide with firearms… 60 % of the corpses wounded by more than five shots… In 36% of the registered cases the victims are young people between 15 and 29 years… If the trend of the First Semester 2009 continues, there will be some 18,436 homicides in the country at the end of year… Venezuela has an average of 40 deaths a day and 52 homicides per 100,000 inhabitants at the end of 2008… ”(INCOSEC): One murder every 37 minutes.

The sensational projection

In other words, it means that at the end of this year and according to that projection, the rate in Venezuela will be 68 murders per 100,000 inhabitants, which will mean a net increase of 30% with reference to 2008.

This being the case, and maintaining the same relationship and trend, from the rate of 130 homicides per 100,000 inhabitants registered in the capital region according to Roberto Briceño León, we will go to 169 murders per 100,000 inhabitants.

That is, if we venture into the projection and keeping the trends without major modifications, by the end of 2010 in the capital region with an estimated population of 2,163,610, the rate will be 219 murders per 100,000 inhabitants and for the rest of the country, with a population estimated at 28,113,041, without major statistical jumps or peaks, the figure will be 88.4 murders per 100,000; which would yield a total murder equal to or greater than 24,851: One murder every 21 minutes.

At dawn on January 1, 2011, there would be a total of 193,287 murdered if to the accumulated existing today of 150,000 murders in ten years, those that occurred in the last two projected years are added; it means, without a doubt, just 152 days more of daily murders to reach the figure of 200,000 murdered in twelve years of the Bolivarian revolution.

It's just sensation, according to the expert

But there is always a but

For anyone who is the common citizen, expert or not in the field, who intends or tries to understand the inner aspects of the complex and serious problem of insecurity that affects him, his family and the community - whether this is a sensation or not., in front of a supposedly technical text signed by someone with such specially finished university qualifications, although on the one hand it is difficult for him and almost impossible to question the content in its terms, analysis, supports and conclusions; on the other, it is very difficult for him to assimilate it when some factors other than the strictly technical ones are expressly introduced or mixed in the content.

Faced with these initial arguments that we have extracted from the report, that although details of the discursive librettos in the political game may be very valid or validated, or in defense of evidence or manifest incompetence, they can hardly be considered or taken into account outside of that strict scope: The politician. therefore, not in the technical order, since an expert report of any kind, regardless of the high technical qualifications of its author, has to be and must be technical; hence the care that must be taken in terms of the plot schemes on which some criteria or conclusions are intended to be supported.

The report on insecurity is either technical or not, and if it is political, as it seems to be the case, it is not necessarily and can be considered technical. And this we will be able to elucidate, comparing its details with the realities that the citizen lives daily, with those impressive facts of the daily occurrence that welcome him. And there is no other alternative: Faced with political argumentation, counter-argumentation in the same field and sense.

Reasonable doubt

We are not at the end of knowing if the issue or the policy of insecurity in question reveals: a) a secret revolutionary competition with historical ends, or rather, perhaps - perhaps - b) a transposition of terms in a Directed revolutionary action and instead of killing poverty, conditioning the social environment provides the necessary means and mediating a nurtured, conscious and voluntary laissez faire laissez passer, insecurity is promoted on the one hand and, on the other, expressly, is He is letting the poor kill each other - in the image and likeness of what happens among the prison population held in the ergástulas that they have for prisons - in which case, well understood, there is still a lot of corpse to see and much to tell.

As is sufficiently supported, the problem of insecurity in Venezuela, despite all the thoughtful approaches, the elaborate reports and the expert opinions of the lawyers and their followers, is something more than a simple sensation.
