Introduction

The present work will report on the most anticipated Educational Reform in Mexico, having elements that could mark a before and after, seeking the maximum improvement for an educational achievement of students, in the same way it will inform about the System of Professional Teaching Service, which It will be integrated by courses for teachers, to positions with management and supervision functions in basic and upper secondary education with the purpose that students have a better learning, evaluating them obligatorily for which the Secretary of Public Education is mainly involved, which indicates that "He who fails leaves" on the condition that he has to comply with the evaluations that will be assigned to teachers.

A purpose of the reform:

It is to create decent schools and full-time schools in the 2014 - 2015 school year, that is, to give each school the necessary means so that each director is responsible for the infrastructure improvements by purchasing teaching materials and equipping the classrooms.

In such a way, parents can express their opinion on educational plans and programs, which is a constitutional reform presented by the President of the Republic, Enrique Peña Nieto. That was discussed and approved by the Chamber of Deputies on December 20, 2012 together with the healing of the Republic on December 21 of the same year. But there is still a long way to go. In the same way, it will be known which are the disagreements of the CNTE, because the teachers are holding marches in each of the states.

The talk of a Spanish philosopher will be reported, which indicates that educational reform is important, which gives words of encouragement to the Secretary of Education. So much so that the philosopher emphasizes that the main thing would be to focus on the teacher that the learning that would be imparted to our students depends on them from the present so much of our future.

Making known what is the objective of the National Institute of Statistics and Geography (INEG.

Development

On December 10, 2012, the president of the republic Enrique Peña Nieto sent the initiative of the Educational Reform to the Congress of the Union, together with a document that postulates the agreement of the Pact of Mexico with the presidents of National Action, Democratic Revolution and the Institutional Revolution. Likewise, the budget impact report made by the Ministry of Finance and Public Credit. Also reaching the initiative to the Chamber of Deputies. On December 11 it was published in the Communication of Constitutional Points, approving the following day 26 votes in favor and 2 against, on December 13 the Commission approves it along with five modifications, that is, parents can express their opinion about educational plans and programs, which will also be used for sports and cultural developments, modifying the term members for members and election of the members of the National Institute for the Evaluation of Education.

In the Chamber of Deputies, on December 19, the modifications made were carried out and approved with 424 votes in favor, 39 against and 10 abstentions, finalizing the presentation and the votes are sent to the Senate of the Republic for purposes of article 72 of the Constitution.

The first state to approve the educational reform was in Chiapas in such a way the states of Baja California, Coahuila, Aguascalientes, State of Mexico, Tamaulipas, Veracruz, Querétaro, Colima, Guerrero, Chihuahua, Nayarit, San Luis Potosí, Durango, Sinaloa, Hidalgo, Campeche, Yucatán, Baja California Sur, Jalisco, Zacatecas, Tabasco, Quintana Roo, Puebla and Nuevo León. On February 6, 2013, already being a constitutional reform declared by the Chamber of Deputies, it was published in the Official Gazette of the Federation on February 25, 2013.

Emilio Chuayffet secretary of the SEP.

He argued that the Educational Reform is carried out throughout the country, that for many years Mexico wanted to become a reality for the improvement of Mexicans, that is, to seek and implement better strategies so that the knowledge that each of the students acquires in your classroom they are meaningful to the future to be able to defend themselves from the problems that arise in life.

In the month of August 2013, the secretary acknowledged that the following year the National Assessment of Academic Achievement in School Centers (ENLACE) test will no longer be applied, through which the performance of students and teachers at preschool levels is measured., primary, secondary and upper secondary, which I mentioned that there is a probability that it will disappear, explaining that the evaluations will continue, but these will be the responsibility of the National Institute for the Evaluation of Education (INEE) who will dictate the new rules, criteria and instruments to examine both the educational quality of the student and the quality of the teacher.

Remembering that Mexico must have new information and communication technologies, reinforcing the base that is basic education, establishing the commitment to provide laptops to all fifth and sixth grade students in the country with the purpose of acquiring a better knowledge of the human development of the students, warning that it will not only be the educational change due to the new information and communication technologies. That they will continue to depend on their teachers. Both students and teachers will have a new development of skills and abilities that will successfully face the current reality of the educational reform that is underway today.

Martín Martínez, representative of the National Coordinator of Education Workers (CNTE).

… "The intention is, fundamentally, to affect the labor regime of teachers, we say that it is a law frankly of terror, it is a law that comes to attack teachers"… (Martinez, 2013). He rejects the educational reform, because they consider that it is an outrage against the labor rights of the country's teachers, in the same way, he disagrees that the new educational reform be privatized. Which in all the states they are, demonstrating in rejection by holding marches that launch slogans against President Enrique Peña Nieto, inviting society to unite in a common front so that structural reforms are not carried out. The teachers argue that with the educational reform, parents will pay for school services, as well as buy books for their children.Teachers fear the new educational vision with fear of failing the new rules and especially the evaluation that will be applied to them to follow in the field of their profession. But the CNTE says it has the option of rescuing and improving public, free and secular education. In the same way he will fight for the dignity and justice of the Mexicans of now and tomorrow in order to educate the best possible so that nothing is the same.

Spanish philosopher Fernando Savater meets with the Secretary of Public Education.

… “It is important to offer them the best possible preparation and reaffirm their social role; work that corresponds to the Mexican government and society ”… (Savater, 2013)… That is to say that the learning that is transmitted to the country's students depends on them, as in any part of the world a strong investment in education and a better preparation for our teachers both between the use of technological tools and humanistic knowledge.

Indicating that it is a very heavy expense but that thanks to education, which is what teaches human beings to use freedom and choose their behavior; but remember that it will be a good investment for society to have a future. Defining the teacher as an important piece in the educational process who is not replaceable with some technological device, because a teacher's role is much more valuable than a technological device, because human beings constantly interact with others which must be someone in the classroom that he knows more so that others get to know what he knows and have better generations in education.

Governor of Quintana Roo, Roberto Borge Angulo.

In a campaign, the objective of parents with school-age children was not to privatize education because a State obligation, that textbooks will continue to be free, parents will not pay fees for the maintenance of the schools, education will continue to be secular, free and compulsory… »I invite you, as I did during the three weeks of teacher strike, to privilege dialogue and conciliation, to show responsibility and not put the education of our children and young people at risk, who are the present and the future of Quintana Roo »… (Angulo, 2013) who reported that now the students have missed many classes, but that they will be recovering with overtime.

Teacher marches have begun in Quintana Roo and other states.

In a proposal to the Educational Reform proposed by President Enrique Peña Nieto, protesters who make invitations to teachers from the municipality of Benito Juárez, Chetumal, Felipe Carrillo Puerto, Bacalar, Tulum and Solidaridad. With an approximation of six thousand teachers who make up the march to indicate that they are against the Reformation, blocking streets that carry unpleasant traffic. They say that it is unfair that their ability as teachers is evaluated, that their places are no longer inherited, that full class schedules have to be met, but what is fair is that they are paid for the hours that they will not work, let them be the profession that has the most vacations a year and is paid in full.

Each of the teachers must think that they should not be left without education while they waste their time in these marches, knowing that they have a commitment to education. That it is also good for teachers who have children who are students at preschool, primary, secondary and upper secondary levels, looking for a better future in education.

Knowing that it is important to provide them with the best possible preparation and reaffirm their social role, which is the work that corresponds to the Mexican government and society, although they fear that the modifications in the changes of articles 3 and 73 of the Political Constitution that put at risk their permanence in the national educational system and that their work be the results of the evaluation to which they will be submitted are not those that the president of the republic is waiting for.

INEGI will start the census for the Educational reform

The National Institute of Statistics and Geography (INEGI) will carry out visits to all schools of public and private education, and those of special education services, with the aim of knowing our students, teachers and schools in which it will begin on the 26th of September until November 29 of this year.

Which in the first visit the interviewer will leave the questionnaires so that the directors request the support of the personnel who work in the schools as well as the support of the parents, going up to three times to the schools to recover all the questionnaires of the census,… "because knowing each other better, we can improve the quality of education"… (NOTICIAS, 2013). In other words, to have the infrastructure of the schools, the capacities and the needs that students, teachers and schools require. Obtaining a diagnosis of the main problems of the educational system and based on it make decisions for their improvement. To comply with the provisions of articles 3 and 73, section XXV of the Political Constitution of the United Mexican States.Releasing the preliminary results of the account of students, teachers and schools in the month of December 2013.

conclusion

The purpose of this study was to bring to light the changes towards privatization, our basic and upper secondary education is a disaster, we need to have a better knowledge of what is happening in the country, so that we can participate in a public and open debate about the future of the education of the students both of the present and mainly of our future.

From my point of view, the educational reform is not only a problem of teachers, but of education, of the future of Mexican students who are intended to be educated as robots instead of giving them humanistic education.

Over the past few years we have spent more and more on education, while the results are getting worse. The percentage of young people who retire and illiteracy continue to increase. At the time of the scores of the entrance exams to the universities they have not stopped getting worse.

The reason for the failure of the educational system is due to not having the correct training for the teachers who are the ones who exercise the learning towards the students.

The marches will only provoke "job instability", in the same way violence can be presented against themselves, as when they appear at the municipal palaces. Teachers can ask for whatever they want, they can demonstrate, yes, but not affect the rights of others and less to harm the education of our students. The reform came to put an order both in the teachers and in the programs that will be taught in the training of our present and future students in the country.

It was a great leap that Mexico deigned to make in the change of Education despite the fact that a great investment will be made, because we Mexicans want our students to have access to a better education, but before hand, change the training of our teachers. Each of our teachers has the right to maintain their protests, but as long as it is within the law.

INEGI will carry out the census to find out how many teachers, schools, students and the conditions in which the schools are in each state.

The census is a great idea but it must be taken into account that the teachers will do the work for INEGI, answer the questionnaire, update the lists of students, deliver the questionnaires to the students and they in turn to the parents, give follow-up so that they deliver the completed questionnaires and then organize and deliver them to INEGI. Which we expect a great result that leads us to improve Education and not to failure.
