Safe and efficient transportation

introduction

Tenancingo de Degollado is a municipality located in the southeast of the State of Mexico, it heads District VII that also includes the municipalities of Zumpahuacán, Ocuilan, Malinalco and Joquicingo; It has a population of 90,931 inhabitants and a territorial extension of 258.74 square kilometers, where 62 communities and the municipal seat are distributed.

Due to the considerable number of citizens, of which more than 70% live in the 62 communities that make it up, as well as its strategic geographical position and the important commercial activity that takes place in the municipal seat, for many years the rulers in their respective turn has seen the need to provide the necessary public transport service for all citizens, as well as for visitors from other municipalities, who periodically travel to the municipal seat to make purchases of all kinds.

II. Development of the topic

With the aim of providing sufficient transport service, a large number of sites of collective transport units have been installed in the municipal seat, which provide their service to both inhabitants of local communities and visitors from neighboring municipalities. belonging to the VII local District of the State of Mexico.

These sites of transport units are located in different streets within the first square of the municipal seat, causing serious problems in various areas such as:

  • Excessive travel times within the municipal seat; Lack of spaces to park private vehicles; Conflicts between merchants and drivers of the units; Damage to the urban image of the municipality; among others.

In addition to the problems derived from the excessive use of public spaces by the sites of collective transport units, the municipality faces the need for an alternative means of transport to the one commonly used; Although it is true that there is a small bus route that runs through the municipal seat, it is also true that the service it offers is inadequate to the demands of citizens, for reasons such as the lack of units and the obsolescence of the few that exist.

III. Proposal

By virtue of the problem raised and based on Article 15, second paragraph of the Political Constitution of the Free and Sovereign State of Mexico, as well as Article 28, fraction III of the Organic Law of the Legislative Power of the State of Mexico, I I allow you to formulate this Public Policy that provides a solution to the listed problems, consisting of the relocation of most of the collective public transportation sites and the establishment of a new transportation system focused solely on the municipal seat.

The proposed relocation would be in a suitable space on the outskirts of the municipal seat, where the sites of units that travel to the various municipalities and communities would be located, serving as a terminal. This action would be complemented with the introduction of a new inexpensive public transport system, which provides the transport service from the aforementioned terminal to strategic points within the main box of the header, so that the travel times of external visitors are not longer to the current ones.

It is important to mention that the proposal contemplates the improvement of the transport units through the government subsidy, with the intention that they are adequate for the provision of the service and their use is accessible for people with disabilities; as well as preferential prices for the disabled, the elderly and students who make use of this transport system.

For the replacement of the current bus fleet, which would expand the circuit in the way it is proposed in the map included in this proposal, the following vehicle is considered:
