The Quality Control Subsystem for the Execution of Works is a link of the Comprehensive Construction Technical Control System, which in turn is made up of the Project Quality Control Subsystem and the specific Quality Subsystems for each one. of constructive productions. Each subsystem and the results of its application are closely related and complement each other.
The Quality Control Subsystem for the Execution of Works is aimed at raising the quality of the execution works. It is applicable to different types of works, whether architectural, industrial or engineering, and is an indispensable complement to the Payment System by Agreement established in the Ministry of Construction.
The Investment Directorate is fundamentally based on providing a quality service for the execution of works as well as the measurement of parameters for future commissioning.

The quality subsystem is based on five fundamental aspects

In order to guarantee that in a general way in each work that is executed, the same fundamental aspects are always checked and controlled, the Construction Regulations were drawn up, which are the standardizing documents on which the controls to be exercised by the different levels are based.

The Investment Directorate takes all these aspects and maintains the principles of quality control of the works that are being executed and plans to start with the quality control of the works that will be started in the future.
That is why strict preventive and not only final controls will always be maintained, so that at the end of the work its subsequent delivery is not pending due to lack of quality. It also ensures the establishment of technical and administrative responsibility at the different levels as well as the clear definition of the work content of the technical areas based on quality.

It seems desirable that quality control functions with intellectual independence from the construction and project authority.
Apparently, this is the only way to achieve the freedom of action and the independence of criteria required by the objective criticism that is necessarily involved in the control activity; If quality control is hierarchically and administratively subordinate to the construction authority, it is difficult for whoever to direct the policy of any large construction institution from the top, can have objective and dispassionate information on the construction activity and its defects on possible ways to remedy them. If the control is linked to the project by a direct dependency relationship, it will become difficult to establish when the construction defects could be attributed to a deficiency in the project.
Quality control must move in the middle of all these work teams, without being linked to any administrative or hierarchical level to preserve a position that allows it to exercise an independent judgment and frequently an arbitration of enormous utility to guide the criteria of those who have to direct all work from the highest positions.
A quality management of equipment maintenance includes planning, organization and control of operation, obtaining the desired quality requires the commitment and participation of all members of the company, understanding as such the set of structure, organization, responsibilities, processes, procedures and resources that are established to carry out quality management.
Although the Investment Department is not measured against international Quality Standards, it is committed to meeting the community's requirements and fully satisfying its needs and expectations, providing quality, assembly, repair and maintenance services and other internal services. For this, we have qualified, competent and experienced personnel in processes and activities, committed to complying with the requirements and applicable legal, regulatory and normative documents, guaranteeing the safety and protection of workers, caring for the environment, reduction of contamination and risks associated with processes and activities.
Despite not having Quality Standards, the Quality Management System (QMS) could be recommended to be implemented in the Investments Directorate that covers all the service provision activities that it develops. This system has as a demand in the initial stage, the scope of the assembly, repair and maintenance processes. It has identified the fundamental processes related to the QMS and the interaction between them; In this sense, each area has its functional structure defined, the processes that are generated in it, with entities and outputs, the responsibilities in each process and the interaction with other processes.
The structure of the QMS documentation is made up of:

- General and specific procedures and instructions

Quality policy : this policy establishes the commitment of the entire Directorate with the management, the assurance of the quality of the production and the supply of its services, defining the quality objectives to be followed by managers and workers in the organization.
Quality Manual: this defines the scope of the QMS, the interaction of the processes, the quality policy, the documented procedures established for the QMS, the QMS documentation, the management review, the control of the review by the address, the supplier's data, and the applicable legal, regulatory and normative documentation in force.
Mandatory procedures: are those that establish how the activities of the Directorate are developed. It also details who are responsible and the records to document these.
General procedures: are those that describe the processes that, due to their characteristics, importance or magnitude, make it necessary to implement them in several or all areas of the company.
Specific procedures and instructions: the ways to carry out the processes are detailed, according to the rules, laws or regulations specific to each activity, including: sequence of performance, equipment, materials to be used and acceptance criteria, etc., as well as the responsible for carrying out the process and the records to be implemented.
Records: The QMS records show the results obtained or provide evidence that indicates that the activities established in the documented procedures and work instructions are being carried out. It serves to demonstrate that the service has been developed in accordance with the pre-established requirements. It shows the effectiveness or not of the implemented system.
Conclusions
With the analysis of the procedures of the Maintenance Quality Management System and the investments referring to different problems that may be faced in the future, these systems that can improve the quality of services can be implemented. Many of these services are of vital importance for the university community, primarily intended for teaching.
These systems can define the coordination of activities between maintenance and investments that may be executed in the future and the supervision of specialists for an optimal evaluation.
