In this sense, the development of a sociological thought that takes on significant relevance in a context where, increasingly, the technocratic approach collapses before the critical situation of most of the countries that applied it in an orthodox way and before the tacit recognition of its difficulties for the socioeconomic development of the countries in terms of relevance, equity and social justice.

Sociological thinking in management has been mediated by some barriers that deserve to be highlighted:

Faced with this reality, as a field of fully defined knowledge and practices, the sociology of management would have to become an instrument to promote profound change in the management of the administration and to contribute to the governance of the public.

Such principles are oriented towards the sensitivity, trust and flexibility of the company's executive staff, in order to convert technical-administrative management into knowledge of the public domain.

The guidelines, objectives and principles, briefly outlined here, frame a new conception of participatory management from which it is possible to break with the hegemony that certain elites who control management positions usually impose in the public sector with a pragmatic and exclusive exercise (POLITIQUERY). The sociological perspective tries to investigate the way in which the techno-bureaucracy (Poulantzas, 1970) becomes the dominant stratum, where the different managerial elites converge to manage the resources of the economy and subordinate the public apparatus to monopoly plans.
