Nowadays, before the crises and turbulences that affect a large part of the world governments, mainly originated by the events that developed and continue to develop in the United States of North America, it is of vital importance for the municipality of Guadalajara to have a strategic model based on productivity, on ethical principles and values that not only give internal certainty to the general population of this municipality, in the short term, but also originate a review, analysis movement that deepens security public of citizens, in the quality and competitiveness of public servants and the productive sectors of the municipality, which guarantee the medium and long term,of which we are part of the Tapatian community, thus preparing it to be a "sounding board" that sends signals of stability and harmonious development.
Today more than ever, the human being faces a historical dilemma for the future of future generations.
The current problems experienced by organizations is manifested in a lack of motivation on the part of the human being that integrates them, as they do not find in them the sense of transcendence that the latter by nature seeks to imprint in each of their actions.
Government organizations have not been able, in a large majority, to harness all the potentialities of the human being and make him find full meaning in his work because there is nothing beyond "work to work", they have not worried about the man who by his nature aspires to perfection, and since organizations cannot function without man, he could become the engine that the organization needs, in conjunction with the material, financial and technological resources, to achieve the organization productive that the Country needs.
And no matter that at present our children, youth and adults are concerned about the uncertain future that is seen on the horizon in labor and professional matters, I am convinced that man is capable of solving the crossroads, of forming productive organizations that in instead of discouraging and instilling fear and frustration in the future, encourage and stimulate the intelligence of men, so that they, once and for all, give everything for everything and get down to work, to conquer the world and deliver to future generations organizations with great opportunities for development, great challenges to meet and great aspirations to achieve.
For a long time and through different demonstrations, we have become aware of all the problems that are generated in the different profit or non-profit organizations, such as: bankruptcies, strikes, demonstrations, protests, violence, corruption, ecological damage, which are Mainly generated by not having a clear vision of the future that allows organizations to achieve their stated objectives, and without that vision, uncertainty takes over all the resources that concur in organizations, resulting in the aforementioned problems.
Therefore, looking for solution strategies is of vital importance and of course inevitable, since postponing taking this issue of organizations seriously could bring with it serious social problems.
On the other hand, by thoroughly carrying out this work and having results, it will benefit not only the owners of the organizations and the rulers, but also the general population, avoiding among other things uncertainty, outbreaks of violence, increased crime, family disintegration, etc.
The circumstances surrounding the problem of government organizations are very varied, however the most important are:
- Lack of a long-term state policy Lack of a vision for the future of Organizations Lack of human capacity to confront and resolve that vision of the future (if any) Lack of integration of the 4 most important resources that an organization has (human, financial, technological and material) Communities are not prepared for a challenge of such magnitude.
The reality is that we are facing a global productivity problem and this has been more evident with the recent financial, economic and social crisis that began in the recent past in the United States of America and that has had a dramatic impact on others. countries forcing practically all governments in the world to take extraordinary measures to avoid falling into that whirlwind that threatens to grow rather than decrease.
Some western governments, including Mexico, have forgotten to be productive and have sadly dedicated themselves to speculating, deceiving, and artificially living. Forgetting that the strength of a country and wealth is real productivity, which is achieved based on the sacrifice, effort and tenacity of its men and women, with the guidance of true leadership and not like some we currently know which are caricatures of great men.
The foregoing, among other things, could seriously affect the municipality of Guadalajara, Jalisco, Mexico, a city of national and international resonance in all aspects, if the appropriate measures are not taken and we continue to fight among ourselves forgetting that we must be productive each of the tapatíos in the place where we are, in the trench that we have to defend and in the outpost that we have to conquer.
The municipality of Guadalajara has been characterized as the birthplace and origin of great men who have led movements of national significance. And it is for the aforementioned that I intend to propose to the current men of this municipality (especially its rulers) a model of Strategic Management that based on public security that gives peace of mind to the people, in the experience of ethical principles and values and that developing and printing quality in all the actions carried out, we all achieve together the competitiveness so yearned for in the international concert. But the above requires leadership and leadership from the government organization; that with the application of the previous elements, in addition to remunerating the citizen who pays their taxes, with quality services, they put the municipality of Guadalajara at the forefront of National development.
When making the above premises, some may question that this is about rescuing the pride of Guadalajara, because they are right; and the time to come before the imminent celebration of the Pan American games to be held in this great Metropolis, presents us with the wonderful opportunity to get down to work and show the country and the world that we have been and are a municipality that is growing before the adversities and achieves its goals and objectives with all efficiency and punctuality.
There is no doubt that many will be able to resist thinking only and not to say believe, that the public servants of the municipality can work with values, with quality, and be competitive.
Furthermore, developing their creative and innovative talent, some others will doubt that these servers will communicate in an efficient way and will make known to the public in a timely manner their achievements, as well as their mistakes and failures; Some may say that they are not capable of making decisions, of not knowing how to negotiate, of being inept in managing conflicts, of not knowing how to manage time efficiently and above all things that are incapable of teamwork.
To the sadness and disillusionment of many public servants, the aforementioned is a stigma that we have carried for a long time, however I am sure and I believe that there is a reserve of public servants in the municipality who have not only solved the above problem, but on a daily basis they strive and struggle to serve the citizenship that is the object of their public function; And it is there precisely on that little yeast where I will focus my analysis and base my proposal so that from that seed the spirit of renewal, of commitment, that all public servants should have flourishes, not only to satisfy citizens but to achieve great changes that our municipality requires in the face of present and future challenges that this beautiful Metropolis faces and will face.
Some will doubtless ask themselves, and why is Guadalajara the cradle of this productive movement in public entities? Because I am convinced that in this land and in its men, sufficient elements are given to undertake such an adventure…
