Everyone has the right to education.

In Latin American countries and the rest of the world, the use of New Information and Communication Technologies (NTIC's) has been included in the Teaching - Learning process, which has become the Backbone for students to (Children, youth and adults) achieve in less time and with a higher quality, effective learning and can apply said knowledge, experiences and skills acquired through ICT, in the daily tasks they perform in their respective productive and academic functions.

Educational Technology for Management, studies the development of New Information and Communication Technologies (NTIC's), emphasizing their potential use in management, teaching and learning. In particular, the mass media are presented: radio, television and the importance of academic networks. The development of telephony and the Internet and their potential application in management and education are also studied.

TOPIC I. DESCRIPTION

The general purpose of the subject Educational Technology for Management (EDUCATIONAL TECHNOLOGY MANAGEMENT) is to assess the importance of New Information and Communication Technologies in the development of education and the administration of Educational Centers (Colleges, Schools, High Schools, Institutes Higher Technicians, Universities, among others).

According to Jose Antonio Ortega Carrillo“Information and Communication Technologies are a set of devices or media based on the use of digital technologies (personal computers, multimedia, internet, digital television, DVD, etc.). The New Information and Communication Technologies (NTIC's) today include: Multimedia, Satellite TV, Virtual Reality, Telematic Networks, Videoconferences, Teleconferences, others.

Juan Pablos de Pons, makes reference to the NICT's and concludes "Scientific advances are transferred to real and everyday situations much more quickly, thanks to the great development that technologies have reached".

Continuing with the same idea, managing an Educational Center consists of managing the Human, Financial, Material and Academic resources that the Center has. There are four fundamental components in the management of educational centers (Juan de Pablos Pons, 2009) and they are: First, organizational skills possessed by the members of the management team, second, organizational strategies, third, relations with the regional and state administration, and finally, management of relationships with agents outside the school (parents, community, etc.)

The management and development of the mass media in Latin America has had a great influence on the promotion and growth of education at the basic, intermediate and higher levels. There are characteristics that different communication media have that impact on improving the efficiency of administrative and academic management in the center, such as: Security, speed, ease, clarity, repeatability, fluidity, etc.

Said efficiency together with Informatics, have played a fundamental role in the development of the communication media and its impact on the Management of Educational Centers, grouping from computers, networks, interconnection systems, storage media, satellite communication, among others, to the new and famous BlackBerry, that our young people use so much today.

TOPIC II. GENERAL ANALYSIS

Rafael Palomo López, in his book La Escuela 2.0, thinks “Education in capital letters is closely related to new technologies because both“ breathe ”optimism. Education wishes, works and longs for a better future for all, progress and advancement in individuals and in society ”.The development of the media, analyzed from the historical and evolutionary point of view, according to José Antonio Ortega Carrillo, is divided into 5 stages, seen from modern times and they are: 8

The main communication media that have influenced Educational Management are the following: The Telephone, The Book, The Comics, The Radio, The Cinema, The Television and The Internet, the most influential being the Book, the TV and the Internet. Internet today.

The main teaching activities that can be implemented with the use of the media are the following: Digital TV with documentaries, videoconferences, Excel spreadsheets, publish blogs on the Web, send practical work on the Internet, use and use content objects in virtual environments, use the Windows calculator, among others.

Among the main activities to manage the centers, we could: Simulations with software, administrative accounting, projections, development of marketing strategies via the web, electronic payroll payment, training by videoconferences, among others.

TOPIC III. UPGRADE

The Minister of Education of the Dominican Republic, Lic. Melanio Paredes, MA, has identified among his main challenges, the use of New Information and Communication Technologies (NTIC's) in the Teaching - Learning process of the main early childhood education centers, basic, intermediate and secondary, for the entire territory of the Dominican Republic. It has proposed the use of teleconferences and educational TV in all centers, with the aim of increasing access to new technologies and opting for a higher quality in the teaching-learning processes and seeking a high-quality graduate.

Speaking of quality, in the universities that provide face-to-face and distance education, the media and technologies have been one of the main vectors of the progress obtained and of the constant revolution in the process of achieving better professionals in each of the areas of knowledge and knowledge. One of them, and one that makes me proud, is the Atlantic International University (AIU), that with the programs that it imparts through the use of communication media and technologies, specifically, Videoconferences, Digital Books, PowerPoint presentations, Master Conferences, email support and its excellent virtual platform, have managed to place in the market excellent professionals with full domain of the NTIC's.

AIU has become one of the main Educational Centers for the training of excellent professionals, focusing all its efforts on the application of the communication and technological media with higher quality and timeliness. In the CITICED of 2009, held at the Iberoamerican University (UNIBE) of the Dominican Republic, ideas and theories of the use of the media in the Educational Process in the countries of the area were detailed, using tools such as Web 2.0, Skype and Vsee for free video conferences, Wireless Internet, Cellular Equipment, among others, high technology applied to education.

In another order, the Ministry of Higher Education, Science and Technology (MESCYT), in its Ten-Year Plan 2008-2018, in area 5 of improvement and modernization of higher education in the Dominican Republic, in its strategic program No. 12, which deals with Modernizations and Innovations in higher education, places great emphasis on promoting the creation of modernization and innovation conditions in the different areas of institutional, academic and management life, in order to frame higher education, along the path of modernity and technological updating.

In the bulletin of indicators for the school year 2008-2009, of the Ministry of Education of the Dominican Republic, defines that 74% of students are in the public sector, 24% in the private sector and the remaining 2% in the semi-official sector, a figure that reveals that the highest Part of the investment in communication media that we must make is in the Education Sector, which would guarantee the quality of Dominican education in the coming years.

TOPIC IV. DISCUSSIONS

The New Information and Communication Technologies, specifically, the media and computing, have a great impact on the training and / or education of children, youth and adults both locally (in the provinces of the Dominican Republic), national (all the Dominican Republic) and international (Latin America, USA, Europe and the rest of the world), since the results that have been obtained with the implementation of it, result in a high quality of graduates of the system and in a decrease in the dropout or dropout rate, according to data from the Boletín de Indicadores for the 2008-2009 school year of the Ministry of Education of the Dominican Republic that only 10% of each child does not continue in education drop out.

The use of ICTs, mass communication media and IT at the local level, specifically in the province of the National District, has a great boom or exponential or geometric growth, which predicts that for the near future, not too distant, graduates of the educational system, both initial, basic, intermediate, secondary, university and technical-professional-labor, will have better training and preparation, thanks to the use of these means in the teaching-learning process.

That same future and progress is looming and is expected, for the other provinces of the Republic

Dominican Republic, so much so, that the Institute of Telecommunications, led by Dr. Rafal Vargas, has been concerned about the installation of Technology Centers in each of the most remote and remote provinces of the Capital City, with totally free internet, video conference rooms, digital libraries, among others.

At the international level, it is indisputable that the use of ICTs and mass communication media have had a strong impact on the development of education, so much so that an Educational Center is not envisioned teaching without them. In the most developed countries, such as the US, China, Brazil, Mexico, Japan, India, they have chosen to increase the GDP, a higher percentage for education, specifically, the area of ​​ICTs and training of students. professionals who will teach it in the different Educational Centers.

In summary, the massive use of the media at a local, national and international level, and the use of New Information and Communication Technologies (NICT's), in the teaching-learning process of educational centers worldwide, is closely linked to the increase in the quality of the graduates of these centers and the application directly in the jobs of said knowledge and domains of the same, acquired by each student.

TOPIC V. RECOMMENDATIONS

The main recommendations that could be made on Educational Technology for Management are classified in the following order:

    1. Design and Contemplate in their strategic plans the Implementation of ICTs in educational and management processes Train Staff in the use of ICTs Acquire new means of communication and put them at the service of the teaching - learning process Assign a percentage of the evaluation of each subject using the NTIC's.

Support a larger portion of the National Budget to implement ICTs Train teachers in the use of ICTs and the mass media Promote the use of ICTs in Schools, High Schools, Institutes and Universities Establish and regulate the mandatory use of ICTs in educational centers at the initial, basic, intermediate, secondary and higher levels.

The Educational Technology for Management, seen as a science, allowing to increase the quality in the teaching - learning process and raise the level in the management of educational centers, allows us to provide our students and teachers with the necessary tools, so that they are excellent professionals locally, nationally and internationally.

All educational management professionals must link Educational Technology for Management with the Advances of New Information and Communication Technologies (NTIC's), in order to solve problems in the teaching-learning process in educational centers and enroll on the way to a virtual - technological platform that will allow the breaking down of barriers for the training of professionals that society needs today.
