In Honduras, new planning processes are being promoted aimed at guiding the sustainable development of the country, based on strategic planning, articulated to the particularities of each of the territories, in order to implement, as part of the Territorial Management Model, new Territorial Strategic Planning process as well as information ranges from Regional, Departmental, Joint, Municipal Strategic Plans, Situational Strategic Analysis, Integrated Community Diagnostics, sector research, specialized studies in the social, economic, infrastructure, demographic and socio-labor fields and evaluations of Monitoring of the Millennium Goals (MDG).

The Municipality is the governing and administrative body of the Municipality and exists to achieve the well-being of the inhabitants, promote their integral development and the preservation of the environment, with the powers granted by the Constitution of the Republic and other laws, among its main objectives. appears to use planning to achieve the comprehensive development of the municipality, this aspect recognizes the need for greater citizen participation.

Consequently, the municipal corporations that make up the COLOSUCA mancomunidad made the decision to strengthen the different development aspects of their municipalities by formulating and applying a Strategic Development Plan for the COLOSUCA Mancomunidad. Where the different actions are established for the development and take-off of the Productive, Economic, Social, Institutional, Cultural, Tourist and Environmental sectors for the direct benefit of the population. This within the framework of the Environmental Management Improvement project financed through the Honduras-Spain Debt Conversion fund executed by the International Solidarity Association.

This Strategic Development Plan of the COLOSUCA Mancommunity is formulated for 10 years (2012-2022) and subject to the provisions contemplated in the National Plan and Country Vision, structurally this plan focuses on 6 Strategic Intervention lines which are:

  • Production and environment Basic social infrastructure Attention to children, youth, women and the elderly Promotion and promotion of tourism, culture and heritage Institutional strengthening and governance Urban and rural land management

In each of these strategic lines, it responds to the results of the Development Indicators that are presented in each municipality of the Commonwealth (health, education, demography, population, poverty levels, economy, etc.).

One of the main actions contemplated in the PEDMC (Strategic Plan for the Development of the Mancomunidad COLOSUCA), is the improvement of human capacities in each and every one of its lines of action, denoting a broad development disposition in the population to improving cultivation techniques, making handicrafts, improving customer service, etc.

The PEDMC is made up of 100 projects distributed in the different strategic lines, the financial distribution by Strategic lines is presented below.

To achieve development, political agreements, programs, projects, or the same national budget, assigned for each locality, are not enough, the active and systematic participation of the population in these processes is a priority, especially in the structures of social participation at the level. community and municipal, represented in the Municipal Thematic Tables and the Joint Multisectoral Tables, aligned with the objectives of the Country Vision and Nation Plan (Decree 286 - 2009).

The municipalities, for their part, have understood that teamwork through Mancomunidades strengthens their management, taking into account what is established by the Law of Municipalities of Honduras, as a strategy to join efforts in solving the problems that transcend in the Territorial limits, the same as before, were only seen as dividing lines and not as a space of opportunities for collective development and as a social construction.

From this account in the COLOSUCA Mancomunidad, the Strategic Development Plan has been drawn up, which addresses development management from a comprehensive analysis of the territory, through a participatory and decentralized process with the different actors in the inter-municipal sphere, until the definition of objectives in the short, medium and long term, with their respective strategies, programs and projects to achieve them.

2. Objectives of the Plan

2.1 General objective

To have a planning tool that guides strategic actions and orders public investment and external cooperation in the territory of the COLOSUCA Commonwealth, articulating policies and integrated management processes of the territory at the inter-municipal level.

2.2 Specific objectives
