It is conceptualized in the most important problems aimed at improving the System of Science and Technology Innovation, Postgraduate and Training of Staff at the Municipal University Headquarters of Camajuaní.

It is proposed to demonstrate the effectiveness of this Work System for the preparation of the personnel who carry out the Research, Postgraduate and Training of Staffs from an optimal use of Material and Human Resources and the creation of the Integrative Commission of Science and Technological Innovation in the Territory as the body in charge of approving, analyzing and evaluating the Strategic Projection of Sciences and Technological Innovation of the Institutions of the Municipality. They also offer diagrams that reflect how the relationship system is materialized for the operation of the System on the external and internal plane. It contributes to the development, application and evaluation of the Strategic Management System of Science and Technology Innovation, Postgraduate and Training of Staff at the Municipal University Headquarters of Camajuaní,facilitating the fulfillment of its strategic objectives.

INTRODUCTION

The current international context presents great dynamism and turbulence. It is characterized by the presence of economic, social, cultural, scientific-technical, environmental and political phenomena that in previous decades were not present with the intensity and volume with which they are present at present. Factors such as globalization, the world financial crisis, the changes produced in the economic and productive structures of the countries, the new demands of the labor market and the continuous development of new branches of science and technology (computing, communications, robotics, biotechnology, etc.) are some examples of the complex nature of the changes that occurred in our context (GURTNER et al, 1998).

For 20 years, the advent of the information society has been announced: a set of economic and social transformations that will change the material basis of our society (Bangemann, 1994). Perhaps one of the most spectacular phenomena associated with this set of transformations is the widespread introduction of ICTs in all areas of our lives.

Starting in the third millennium, we are presented with radical changes in the models of society that have prevailed for the last 100 years. Faced with the agricultural societies and industries in which we still live today, what we already called the Information Society appears. This differs from the different ones according to Castells (1995), in characteristics as essential as its geographical distribution. At present we speak of globalization due to the speed with which networks and telecommunications are covering the planet. In less than two decades they have changed the economy, politics, social schemes and cultures: ultimately, our lifestyles.

In the context of such a complicated and changing situation, the System of Technological Science, Postgraduate and Training of Staff at all levels have to get in tune with the complexities of the economic, political and social life of the country to respond to its growing demands. Addressing our research problem we can focus on the question: How is it possible to integrate and unify the work of all the institutions that carry out Science and Technological Innovation, Postgraduate Studies and Training of Staff in the Territory under the Leadership of the Municipal University Venue?

Taking into account this question we can establish as GENERAL OBJECTIVE:

Conceptualize about the System of Science and Technological Innovation, Postgraduate and Training of Staff in the Environment of the Municipal University Headquarters in Camajuaní.

The following specific objectives are derived from this general objective:

  • Show what actions are carried out to guarantee a System of Science and Technological Innovation, Postgraduate and Training of Staff in the University Venues of Camajuaní Demonstrate how the integration of all the organizations that carry out the activity of Science and Technological Innovations is achieved in practice in the Municipality of Camajuaní Define the tasks to be assumed by each of the members of the Science and Technological Innovation System, Postgraduate and Training of Staff in the Territory.

Thus, a series of goals are established for the work, the deployment of the tasks and actions that compose it and the measurement criteria that will allow to consider, achieved its objectives by observing and evaluating the final results. For this we will have the following WORK HYPOTHESIS:

"The Integrated Work of the Municipal University Headquarters with all the institutions that carry out Science and Technological Innovation, Postgraduate Studies and the Training of Municipal Staff allows an adequate response to the problems of Production, Services, Protection of the environment and the defense of the Homeland that appear in the territory. "

MATERIALS AND METHODS

Conformation of the work system

The primary objective of the Work System is to train the cadres who carry out the Research, Postgraduate and Training and Overcoming the cadres in the surroundings of the Municipal University Venue of Camajuaní.

It consists of a system of strategic actions aimed at the improvement and permanent training of the people who participate in the management processes of Research, Postgraduate and Training of Staff. It is designed to achieve the professional integrity and suitability of these people and their actions are theoretical and practical. It constitutes a Method to improve management management and is a Strategy to achieve an adequate Organizational Culture. It implies the participation of all factors in the achievement of the Strategic Objectives and encourages, in addition to training, a high level of motivation, participation and behavior of all people for this purpose.

As part of this Work System, a Training Plan for the personnel of the Integrating Commission of Science and Technological Innovation in the Territory is attached, which responds to the needs raised in the initial diagnosis, while at the same time it is aimed at achieving the continuous and progressive improvement of research processes, postgraduate education and training of cadres. For this, a Human Resources Training Project was prepared and presented to the Branch Program for Universalization belonging to the MES. It intends to bring to the Municipality the Master's Degree in Science Management for SEIT Specialists in the main Centers of the Municipality.

This work system is supported by Strategic Management, by Objectives and Values ​​with a participatory approach. It aims to prepare managers, officials and personnel who carry out Science and Technological Innovation, Postgraduate and Training of Staff in the Territory to make the right decisions based on the situations that arise in the dynamics of the management of the different processes that are develop in this scenario.

We conceive the Work System as:

  1. A Permanent Improvement and Training System for the people who participate in the different processes, achieving the integration of all the factors and professional integrity. A method to improve the Direction Management of the investigative and instructive processes that are developed in the environment of SUM.A Strategy to achieve an adequate Organizational Culture.

The ultimate goal is to ensure that the people who participate in the management process of Science and Technological Innovation, the Postgraduate and the Training of Staff reach an adequate SUITABILITY.

In practice, this Work System is manifested in:

  1. High degree of integrality in the exercise of their functions by the actors. Continuous improvement. (Great capacity for transformation of its object of work management) High fidelity and unconditionality with the policy and strategy outlined.

The results of this Work System will be measured by the concrete results of the collective and personal management of each member of the group in the Integrating Commission of Science and Technological Innovation of the Territory.

This Work System is manifested in:

  1. Preparation of management capabilities. Development of management capabilities. Subsequent analysis of management capabilities.

DEVELOPING

As a first step of the Work System, a Training Plan (Table 1) was designed that responds to the initial diagnosis made and the Training and Improvement needs of the main actors that respond to the Work System. It aims to train specialists to carry out a scientific planning and direction of work, prepare Projects to seek funding for Research, use different ICTs in Knowledge Management, carry out research work, generalize its results and train the professionals of the territory in Postgraduate Education.

The actions aimed at the formation of competences in the actors who carry out this Work System must have a continuous, systematic nature and be part of their training in the workplace. Therefore, this Training Plan is complemented by continuous informal training of the actors of the Labor system that is carried out periodically, in weekly meetings. In this training, a Plan of topics has been developed, which are included in Table 2.

Another fundamental integral part of the Work System was the creation of the Integrating Commission for Science and Technological Innovation in the Territory. It is made up of:

  • Specialists of Science and Technological Innovation of the SUM Secretary of the CAM Municipal Comprehensive Government Specialist of CITMA Comprehensive Municipal Specialist of the Forum of Science and Technology Municipal President of ANIR Municipal President of ANEC Municipal President of BTJ Specialist Municipal Comprehensive Government Training of Staff.

It acts in coordination with the Science Advisory Council in the Municipality. It has its ordinary meetings on the second Tuesday of each month at 2:00 pm in the Municipal Government Meeting Room and meets with extraordinary character whenever an urgent work requires it. In addition to this, there are bilateral contacts or in partial composition of the Commission almost daily to solve dissimilar problems.

As part of the Strategy of Science and Technological Innovation, Postgraduate and Training of Staff at the Municipal University Headquarters of Camajuaní, each actor of this Work System was made an Individual Development Plan that includes preparation in:

  • Strategic Management, Energy Management and Sustainable Development, English Language, Research Methodology, Project Management, Training in the use of ICT, Information Technology and Knowledge Management.

This Individual Development Plan also includes the Evaluation of the Development of the capacities of the actors of the work system in all the topics in which training was received. For this it is controlled:

  • Execution of the actions that correspond to it to guarantee the objectives for which they respond in the Strategy of Science and Technological Innovation, Postgraduate and Training of Staff, measures in compliance with the established measurement Criteria. English Proficiency, Computing and Knowledge Management Work by projects Work results measured in Scientific Production (participation in Events, publications, Patents, etc.) Categorization as decent or researchers and academic improvement.

In the annual analyzes of these actors in the work system, constant development of their capacities and abilities is required, which is measured in:

  • Change of teaching or research category, obtaining academic degrees. Increasing development of science management capacities by projects. Capabilities to work integrated with other researchers and centers to obtain more comprehensive results.

Among the priority tasks assigned to the SUM in the Strategic Research and Postgraduate Objective is, according to the permanent commission of education, culture, science, technology and environment (2004), the training and improvement of local subordinate cadres and its reserves in the territory. For this, the coordinating group for Overcoming was formed, presided over by the sub-director of research and postgraduate studies of the SUM and the secretary of municipal administration.

Based on circular letter no. 17 de Lage (2005) began the work, in close collaboration with the Government training specialist of Cadres in the Municipality and with the Center for Business Development Studies of the UCLV. From the first moment we have the full support of the Municipal Government to carry out the task and the actions to be taken were discussed in the integrating commission of Science and Technological Innovation in the Territory.

To organize the work, the work schedule for training and overcoming the cadres and the cadre reserves was made, which consists of the following tasks:

Prepare SWOT Matrix based on the characterizations and write the strategic projection of training and improvement of cadres. Presentation to the government of the completed strategic projection.Differentiate training by company according to Needs Diagnosis. Internal control courses and Analysis and Interpretation of Financial statements.

Based on the work carried out, the training strategy for local subordinate cadres was completed.

Graph 1 outlines the relations of the Camajuaní municipal university headquarters with its Community environment through the system of science and technological innovation, postgraduate studies and training of cadres. It is observed how the 3 key Result Areas that respond to the Work System interact with each other and with the environment to respond to the problems that the production of material goods and services and the defense of the territory present us daily. Through research - also understood as technological innovation and generalization of results -, training of cadres and postgraduate courses and interacting with university extension areas, knowledge management is carried out in the locality. With this, we advance in the search for solutions to the local problem bank,going through the extension of existing results in the Bank of Generalizable solutions and the generation of knowledge from the extensive knowledge accumulated by humanity.

The relationships between the institutions and organizations that participate in the Science and Technological Innovation, Postgraduate and Training system for cadres of the territory that are outlined in graph 2. They are expressed in:

  • Advising the> Government in Strategic Planning and Training of Local Subordination Panels Financing and directing research by projects Training and improvement of professionals in the territory through the postgraduate system Knowledge management as a result of the interaction between the factors of the locality The extension of the results of the research in the productive and service entities of the territory Participation in the process of computerization of Cuban society to bring the NICTs to the entire community environment.

Conclusions

  • It is conceptualized in the most important problems aimed at improving the system of science and technological innovation, postgraduate and Training of Staff for the community environment of the Municipal University Headquarters of Camajuaní. It describes the work system that works in the community environment of the headquarters Municipal University of Camajuaní. An individual development plan was designed for each actor of the work system. Schemes are offered that reflect how the relationship system is materialized for the operation of the work system in the external and internal plane.
