It gives rise to the analysis of the information society, which precedes and promotes the knowledge society, which will exist if and only if, equality and non-discrimination is achieved, but also, we accept that the information we accumulate from Any source must know how to analyze and reflect on it, to later become knowledge which will be used to easily identify his or her purposes, and which, based on this, achieves the objective of social development.

INTRODUCTION

The main objective of this article is to bring you closer, through a brief but sufficiently real tour and at the same time taking various perspectives, to the analysis and reflection on the advantages and disadvantages appreciated, regarding the importance that the figure has as baggage. of knowledge, learning and social capital in relation to development.

We will emphasize the aid of relevant importance that new technologies provide, in order to convert information into knowledge and, in turn, link social capital and learning and form a triad that achieves that in the first eight dawn of the 21st century we understand and Let us mean that their correct use and above all giving them the real meaning as well as sufficient awareness, will become an important part for an optimal impulse to development.

Based on the above, the purpose is to achieve reflection and awareness of the reader, is to try to get attention in him about the importance of finding the meaning of social change through the recognition that knowledge, learning, social capital and new technologies, indeed, as Chaparro Fernando mentions, they are the central axis for all development.

Future knowledge societies require us, as professionals and economically active people, to make real commitment to any change in order to advance.

We cannot remain as mere spectators, we must be participants in this long-awaited development, we must become the sentinels of all the tools that serve as means to achieve social change.

Let's talk about development

On a daily basis in the press, television, radio, if a country achieves that people have ample options and that their level of well-being is optimal, there is talk of development, these particularities are not fixed, because they love the former, people also they need to live comfortably, healthy and as long as possible.

By referring to the country and the people, we are focusing on social and cultural development. If the human beings of a country develop, the country as a whole will.

The importance of social and cultural development is such that the UN has taken it as one of its main pillars, and, at the same time, recognizes that it is totally linked to the economic and technological development that each nation has.

It also considers social development as a fundamental part in order to guarantee the improvement of people's lives because it has been verified that there is a reciprocal relationship between accessing education and improving indicators of social development.

For this reason, the UN today, most of its educational programs are focusing on women, since an educated woman will have fewer children, better health and will be able to access the economic sphere where she will achieve opportunities that increase income at home, which is reflected in the social of a nation.

We cannot stop remembering the words of a classic like Marx, where he constantly reminds us that what refers to the social does not survive more than a year if it does not reproduce the conditions of production at the same time that it produces.

For the above Antonio Gramsci at the beginning of the 20th century, develops the theory where he criticizes that the study educates without an expressly stated intention, however now at the dawn of the 21st century most of the countries that are interested in development including the UN, they have fixed in the curricula they manage, the impulse to that so longed for in the societies that make up the global sphere.

However, analyzing all this in a much colder way, the logic in social development, impacting the cultural of individual feeling, tends to guide us indisputably to the war of the strongest and of all against all, to shamelessness, always attending to their interest. individual, degrading interpersonal and inter-institutional relationships.

Reflecting on the above, we cannot deny that we are seeking development at the cost of a transition to the postmodern, having that incessant struggle to want advancement, but with a postmodern alo of individualism that Lyotard tells us about with a society of chaos, disorder, uncertainty where we forge impossible subjects.

If we only look at any society, it is enough to look around us, we will recognize the aforementioned, these are current societies immersed in chaos, there is increasing and increasing crime, new urban settlements in unimaginable places, and glimpsing in a way Little more global, there is really indifference towards undeveloped countries, as this would make those already developed not lose their status.

Knowledge supported by information to achieve development.

It is fully recognized that we are in a process of changing the structures of societies, all this we can observe as a consequence of the fabric of technological and informational revolutions, resulting in impacts in the areas of social and cultural development of nations, changing the roles of the people who make up society, as stated above and more palpable for everyone, with women and children in their new social role, as well as the adoption of ecological defense.

By exchanging opinions with people totally involved in the information age, they affirm that ICTs as tools for processing and above all sending information are means that are only based on common purposes, and therefore have positive effects on economic development, the quality of information and life of the population. However, you can only take advantage of these benefits if and only if you access the technologies and above all make efficient use of them.

“We are very optimistic because advances in communications technology and high-speed data networks are constantly increasing the opportunities for developing countries and economies in transition to participate in the global market for ICT-enabled services on basis of their comparative advantage. "

Apparently we could not imagine our surroundings without technology, sending us information at all times, through the internet, television, radio, cell phone, ipod, among many others.

Information is so important in our day, that we check it and feel it at every moment, when a few seconds apart, we find out what happened in a remote place on our planet.

Given the importance in the development of nations, UNESCO created the program which I call "Sciences at the service of development". This program enhances development, encourages transfer and leads to the exchange of knowledge in the natural, physical, social, and human sciences.

Humanity is rapidly heading towards the knowledge society, and it is with all the advances in information that we intend to achieve, it is just an ideal towards which we are evolving through this new era, but for which we must not lose track of that every society has as its basis that of being human.

We must always bear in mind that this information may be used, and not only accumulated as indifferent data, which means that societies throughout the planet can enjoy the same opportunities in all areas from the educational point of view. learning that while the world does not enjoy equal opportunities in the field of education, we will not be able to treat the information that we have available with discernment and a critical spirit, in order to analyze it, select it in its different elements and incorporate those that deem a knowledge baggage more interesting.

While we cannot intrude this information as part of our knowledge, definitely, we can only talk about that we continue and will continue in an informational society, which only fills up with raw data to convert it into knowledge that makes us take that great leap towards evolution towards the long-awaited knowledge society.

However, many developed countries have emulated that they are already immersed in the knowledge society, without analyzing, that they have definitely not been able to take that step.

Unfortunately, any important social transformation occurs at the expense of others, always in this process it is given more to those who have the most or in a certain way have a privileged position and very little to those who really need it, treating the most powerful ones for their purposes, the others have to change for them.

The difference is much more marked, when countries that do not have sufficient access to the information age, must struggle deeply with how to use knowledge as a fundamental element to generate value and wealth through its transformation to information.

Learning and development

When talking about learning, something fundamental comes to mind so that we can develop the intellect and also that it facilitates the acquisition of information which we can turn into useful baggage to function in our environment and with this support our society so that it can achieve the development.

However, before we introduce ourselves further into the subject we must give a definition of learning. We must consider it as the acquisition, processing, understanding and application of the information that has been taught to us, adapting ourselves to all claims that any context gives us.

When learning consciously or unconsciously we are changing or acquiring new behaviors, leaving aside the previous ones or those that we consider were not adequate.

But how is all this accomplished? Only by obtaining sufficient and adequate information, assimilating it, transforming it, and achieving change in oneself and therefore in the society in which we are immersed.

When analyzing the definition of learning we see that it must understand activities that we humans carry out to achieve a goal (one could be development), we can take it as something individual that we will apply in our context, learning to internalize it, in addition, we must use motivation, intelligence, and always having previous knowledge, however, the above qualities, even though they are all important, for our document only internalization and prior knowledge are of vital importance to us.

We can say that these two characteristics are relevant because when taking the action of taking the information as our own, we pass to another level, which will lead us to reflection and analysis, where prior knowledge will be an important part of ensuring that everything that we contribute to development is deeper and more convincing. From these premises we will be clear that learning as a tool for development is not only the accumulation of information, but must previously have a cognitive structure that keeps us open and clear on what we want to achieve with the acquisition of this knowledge..

Impact of social capital on development

We cannot ignore social capital as a driver of development, however talking about social capital for which we have the profile of accountants, tells us nothing more than a liability that represents a debt of the company vis-à-vis the partners originated by the contributions that These were carried out for the development of the economic activities contemplated in the corporate purpose.

But it is not of this type of capital to which we refer in this writing, it is understandable that the nature of the term makes it difficult to understand. At first it was used at the beginning of the last century in the area of ​​pedagogy. However, it was taken up until the middle of it to be used in theories of economic development. Normally in economic models it was ignored, and by the 1980s it became important again. It was used by sociologists and alternative models of economics.

The theory of social capital can be summed up in knowing that "not only what we know is important, or what we have, but also who you know. "

Fukuyama defines it as the norm that causes cooperation between two parties. Important authors are Putnam 1993 and Coleman 1988.

In the same way, many authors refer to it as the collective value of social networks and it is considered to formulate policies in countless organizations. Currently, although with reservations of the concept, the World Bank and other organizations of equal importance have recognized it.

But being reflective and analytical we can notice that social capital is not only a producer of good things, even if we use it as a support for development (we already commented in a previous section that development generally occurs even at the expense of others) it is also capable of generating discriminations of societies, or the creation of groups such as kidnappers' mafias, drug trafficking… that can be icons of power, that act or influence negatively for social groups.

However, social capital must be understood as something positive that opens the doors for us as social actors, it will give us a measure of the sociability that we can count as a group, of the opportunities that we can obtain from that sociability, of the transformation that through This is given to carry out group work, collaboration and carry out.

In order to weave wefts and warps that lead us to development through social capital, we must have mutual trust, have effective rules and create networks in society, never neglecting that it is driving the collective and for a common purpose, the which will lead us to a group well-being.

Robert D. Putnam is an author who raised awareness of the little importance that has been given to social capital and the real importance that it has. With his book "Alone in the Bowling Alley" many of us have been concerned with taking social capital as a tool for the ultimate purposes that societies need, such as development.

For the foregoing, we can consciously consider from this moment on what is the anguish and urgency of someone to recover the cell phone and how catastrophic it is to lose an agenda or a palm for someone, we can assure that the value (not monetary) but intrinsic to any contact list for the person who is looking for a job or also for the one who is going to close a business and has to talk to several people beforehand who would help to achieve it and if a merchant loses his list of suppliers …….

Social networks allow us to obtain better results in everything we do, simply by getting married we double the income which will make our development easier. We realize that the potentialities multiply in all aspects of the plots in which we find ourselves immersed.

Let's look at the opposite side. This network that interweaves social capital also becomes chaotic when it fails to reach those who cannot enjoy it and they lack all the contacts or networks that we use at certain times to achieve what we have set out to do.

This social disadvantage is perceived when the information we require is absent, as well as who to contact for a job, who to turn to to form a society, who can provide me. This in a macro way (in a society like universe) occurs in the same way, since when the nucleus of this does not develop, the rest cannot exist.

It is complex to understand how it can not be exploited as such, social capital, knowing its benefits in everyday life, it is difficult to understand that the world and its societies continue with individualistic tendencies, it cannot be conceived unless they have only really obtained it as information not pointed out in the reflection and analysis of the information that has been addressed about it, something important would be to discover that any society or individual can create their own social capital and try to exploit it for their development or be able to use it for the society at large. that belongs.

This can also be taken to the macro sphere, since countries must also exploit it for the social welfare of its inhabitants. The commitment of participation is weakening, this can be felt in our daily life and in our future it is easily observed that the commitment of the people is going down, and the individual will prevail.

A society that is disappointed in everything that government institutions are referring to is no longer participatory, it will only be as long as it needs social to survive.

Capital is somewhat intrinsic in both people and institutions, being palpable when actors, institutions and resources interact, if this entire relationship grows, social capital will increase, which will be important for any culture.

In short, this does not mean that we are less social than previous cultures, only perhaps we are creating a new format or scheme of socialization, according to the needs of this changing world and in constant movement and transformation.

CONCLUSION

We will be able to solve that, talking about development based on learning, knowledge and social capital, can be illusory, however, when obtaining deep scientific knowledge, through discovering how to use the tools for development, we managed to eliminate in a high percentage the risk of error.

Hence the importance of knowing that analysis and reflection lead to a conscious knowledge of the meaning of its ends, which will be clear about its objectives, and also, must be able to criticize itself.

The acquisition of knowledge through information endows us with the ability to detect and correct errors, it gives us the guideline to be able to detect what information of so much existing is important and necessary, and, at the same time, we can live with various ideas without be prisoners of them.

However, the long-awaited development of which we have discussed the document, is fulfilling its metamorphic stage and comes to realize that we are not sustaining it correctly, making the economic development of which we constantly boast, become a social development for the sake of of comfort and technology, which without realizing it little by little is leading us to an undiscovered, aimless passageway and which will unfortunately make us discover a new type of model that I would call the underdevelopment of the human being, We can palpably observe this when we learn of the growing tendency to individualism, criminal growth, terrorism, and among many others perhaps the most important, social segregations such as family, races, religions…

The economic spheres as they grow and become more powerful every day, account for this personal individualism of which we spoke that at the macro level it becomes an individualism between nations, which love to form parts of strengthened economic blocks, only use it for individual benefits. as states.

If we all want to be valued by third parties, then, intrinsically, we will have the desire (as a natural character of the individual) to give too much importance to the value assigned to us, at that moment, we feel something that drives us to need to develop, this process cannot be carried out without tools that structure a great triad, which we must keep in mind, these elements are: learning, knowledge and social capital.

The triad will drive us to the long-awaited development which in a micro (personal) way we will carry out and this, in turn, will drive a social development (macro) that can be determined in the same nation or as that which drives a real immersion in a global world.
