Strategic management represents a systematic and objective approach to decision-making within any organization, in essence it is an attempt to build a wealth of qualitative and quantitative information in order to carry out this process effectively. As stated by Peter Druker, (1985):

“The fundamental task of Strategic Management consists in thinking about the Mission of the business: that is, asking the question: what is our business and what should it be? This leads to the setting of objectives, the development of strategies and plans and the decision-making of today, for the results of tomorrow ”

The fundamental premise of Strategic Management consists in the fact that the organization must try to carry out strategies aimed at maximizing the benefits of the company's internal strengths, as well as external opportunities, in order to counteract its weaknesses and threats. Strategic planning becomes the tool of modern management with the highest utility in an increasingly dynamic and complex world that surrounds organizations. In this regard, Sallenave (1991) highlights the following “strategic planning is the process by which leaders order their objectives and actions over time. It is not a reserved domain of senior management, but a process of communication and decision-making in which all the strategic levels of the company intervene ”.In this sense, strategic planning becomes an element of support to the decision-making process in all areas and levels of the organization, helping to constantly redefine the institutional objectives and the mission of the company.

At present, a series of situations is evident that adversely affects the spirit of improvement of university youth in the Anzoátegui state, in part driven by the economic, social and political situation that the Venezuelan state is going through, as well as the lack of business growth plans linked to educational work; In other words, the institutions of higher education and the forces that move the regional productive apparatus move in opposite directions; evidencing a disconnection between the contribution of qualified labor offered by the universities and the needs of the regional productive sector. In addition to this, there is the problem of exclusion of the school population from public and private universities,Either for economic reasons or because of the complicated selection systems of public universities, having to incorporate this student potential into the market to work as unskilled labor or to swell the mass of the population within the informal economy, without this contributing to their individual development or to the growth of the regional and national economy.

The Technological Institute "José Félix Ribas", is created with the purpose of offering professional training to the high school graduates of the Barcelona-Puerto la Cruz ring road; It is an institution with a broad sense of social responsibility whose fundamental purpose is to train qualified work in correspondence with the growth needs of the industrial and commercial sector in the region; In this sense, the establishment of strategies for attracting the student population is proposed through educational incentives guided by the low cost of student enrollment and the ease in canceling fees as well as the allocation of scholarships and school assistants to students. most outstanding,In addition to this, the institution aims to offer educational excellence promoted by the incorporation of qualified teaching personnel and a technological infrastructure that privileged the educational process.

The methodology used for the development of this study was based on a field investigation supported by documentary references, since the information was extracted directly from the actors involved in the process, it was also descriptive because each of the perceived problems were detailed; as well as the strategies to adopt in each specific situation. All this supported by techniques and instruments that allowed the collection of the data under study.

PART I: DIAGNOSIS:

MISSION:

The "José Félix Ribas" Technological Institute is aimed at the scientific and technological training of the student population aimed at meeting the labor demands of the productive sector, as well as the permanent contribution to the sustained and harmonious development of society and the individual, maintaining a commitment to the socio-economic welfare of the Northeast region.

VISION:

The “José Félix Ribas” Technological Institute seeks to achieve the consolidation of a labor platform at a technical level of highly trained professionals with a sense of social responsibility, who are established as fundamental pillars of the economic-social development of the Northeast Region.

INSTITUTION POLICIES:

EDUCATIONAL POLICIES:

All the careers offered by the institution will be conditioned to the requirements of the country and the region specifically; to feasibility for development; the possibility of obtaining resources to support them and guarantee their excellence, as well as the competitiveness and distinctive competencies of the institution.

-Only those students with high academic qualifications will be selected for admission to the "José Félix Ribas" Technological Institute.

HUMAN RESOURCES POLICIES:

-From the implementation of the strategic plan, all human resources for teaching, research and extension that enter the Technological Institute "José Félix Ribas" will have a master's degree in the areas related to the activity for which it is requested.

-High qualification of human resources; mutual respect, neatness and cleanliness; the excellent conditioning of educational environments, high quality of instructional materials; the most advanced technology; and effective relationships with all public and private organizations will be the flag for the academic leadership of the institution.

-Meritocracy frames the promotion and recognition of the staff of the “José Félix Ribas” Technological Institute.

BUDGETARY POLICIES

-Financing for permanent updating will be guaranteed to those staff members with high productivity and efficiency rates.

-All the activities carried out by the ”José Félix Ribas” Technological Institute will be governed by cost control, only programs that imply benefits for the organization and those of possible commercialization will be developed, they will be offered with the highest quality and at competitive prices.

-Only the most advanced computers and computing technologies will be acquired at the most competitive prices in the market.

ORGANIZATIONAL OBJECTIVES:

OVERALL OBJECTIVE:

Create the “José Félix Ribas” Technological Institute in the Northeast region aimed at the scientific-technological training of young high school graduates in the area, in order to meet the labor demands of the productive sector.

SPECIFIC OBJECTIVES:

-Train professionals at a technical level for their immediate entry into the labor market.

-Instruct students in technological advances and innovations in the different careers offered by the institution.

-Apply state-of-the-art instructional resources in the training of students at the “José Félix Ribas” Technological Institute.

-Provide students with a high sense of social responsibility.

-Improve in students the sense of efficiency and productivity.

-To permanently seek the most effective means to integrate the educational process with the reality and needs of the productive apparatus of the region.

-To promote scientific research in the search for new means, procedures and techniques that allow progress in the industrial and commercial field.

-Test new techniques and administrative management procedures.

CONCLUSIONS

The fundamental objective of strategic planning is to guide the development of organizations in functions to maximize the benefits of the internal strengths of the organization and their external opportunities, in order to counteract the negative aspects of weaknesses and threats, with the aim to provide a satisfactory development of the company. In this sense, the strategic plan of the “José Félix Ribas” Technological Institute is framed in guiding our organizational purpose or mission, bearing in mind the results obtained through a meticulous research process.

Based on the aforementioned, fractional payment plans should be favored for the cancellation of the enrollment, as well as a physical plant adequate to the demands of a quality education, in addition to this, a first-rate teaching staff must be maintained and with fair fees and commensurate with their academic abilities.

On the other hand, it is essential to promote the integration between industrial and commercial companies in the region and the institution in order to develop projects of collective interest, taking advantage of this situation to engage these sectors in the academic development of students.

RECOMMENDATIONS:

Once the strategic plan is finalized, the following are recommended:

-To put into practice the strategies outlined in this plan.

-Track up these strategies.

-Develop the operational plan of the organization.

-To promote the strengthening of organizational communication, as a determining element in the fulfillment of the company's goals.

-Establish a balance between authority and responsibility in order to promote a good organizational climate.

-Maximize the productivity and efficiency levels of the organization.

-Comply with institutional policies.

-Stay at the forefront of technologies, techniques and procedures for the benefit of academic excellence.

-Promote the interaction of the institution with other educational institutions in the area in order to strengthen the institutional image.
