The processes of change and modernization that are carried out in the countries are taking place with increasing acceleration, in such a way that the frequency of their transformation decreases over the years, the policy of modernizing via internationalization constitutes a kind of process of continuous transformation, and basically for this work we define it as the use of a context projected, tested, experienced and accepted by the actors of the society developed and implemented in other societies, through what we will call the adoption process. We must previously prepare an orderly, logical, predictable country design and have a leadership level according to the circumstance, where the rules of the game are clear and even, establishing simple policies,appropriate and adequate to a reality that is dynamic therefore when we say, appropriate, adequate and simple, we mean that they adapt quickly to the changes that take place permanently and at the same time do not distort the concepts of the intended country model.-

Based on the aforementioned, this process should expand rapidly, and more so in an economy eager to recover an incipient commercial, cultural, political and social development. But on the other hand, there are many variables that we have considered that should work together so that this process is healthy and appropriate, consequently proposing to find the central axis of the problem and promote the elements of judgment in this regard.-

2. Previous considerations

To adopt the policies of modernizing through internationalization, the adoption process that we are going to develop is based on a set of countries grouped according to general similarities on political and economic mechanisms and processes, with territorial proximity, which that makes the reality of each one of them consubstantiate with that of the other members, while noting the autonomy over customs and identities that each of the members have rooted in their residents. By way of evaluation and taking the adoption process as convergent, we will consider the developing countries of Latin America and those of Eastern Europe.

The integration of international markets and the accentuation of the globalization process as a whole, in a world stage dominated by developed countries, is the starting point or the scheme that these two sets of countries must accept if they want to apply the policy.
