From that account in the COLOSUCA Commonwealth, the Strategic Development Plan has been drawn up, which addresses development management based on a comprehensive analysis of the territory, through a participatory and decentralized process with the different actors in the inter-municipal sphere, of this Strategic Plan Development, the creation of the Territorial Environmental Planning Plan (POAT) is contemplated, in response to strategic line 6, which focuses on Urban and Rural Territorial Planning, establishing a series of lines of action aimed at the three development engines of the commonwealth.

That its legal platform is framed in the General Law of Territorial Ordinance Decree 180 - 2003, and its territorial intervention strategy, is the promotion of productive and economic activities based on the strengthening of the social capacities of the territory by maximizing its potential. The POAT at the same time is part of an environmental strategy that will allow the sustainable development of COLOSUCA for future generations.

Article 2 of the Law of Territorial Organization provides that;

The Territorial Regulation law also establishes that the associations must formulate their own organization organizations for a better execution and formulation of planning tools for the development of these, which establishes the following article:

1. Introduction

2. Objectives
