  1. Introduction

During the months of August and September of the year 2005, as part of the conceptual and operational development of the "environmental compensation model and approach" (CAM), different participatory field and cabinet activities were carried out with members of communities and individual owners who are located within the perimeter of the Juan Bautista Pérez Rancier National Park.

As a result of the activities carried out, a series of information was generated at the level of social, economic and environmental conditions at the level of the communities and individual owners, which merit an analysis of mitigation measures, correction and restoration in the short term, to make the proposals viable. of the CAM approach and model implementation.

The Emerging Plan is born as an instrument (tool) that allows the potential beneficiaries of the “CAM approach and model” to be oriented towards the development of emerging measures (short term) that must be implemented prior to and during the process of negotiation with the Secretary of the Environment. Environment and Natural Resources (SEMARN).

Emerging measures that, at the discretion of the community and individual PLUT evaluator, are priorities to be developed to demonstrate the willingness of local actors to develop activities that mitigate, correct or restore critical areas and / or key ecosystems in the communities.

The document presents the relevant information of "Sector CAM 1" where the communities of: Monte Llano are located; The Castle; La Siberia and Pinar Parejo, where field, cabinet and participatory activities were carried out for the development of community PLUTs for the community of Monte Llano and El Castillo. As well as the preliminary results of the individual PLUTs of the properties of: Eng. Thomas Villaman (PURAMA) and Lic. Miguel Crouch, located in "Sector CAM 3" are presented.

Another purpose of this document is to provide the actors who participated in the conceptual and operational development exercise of the “CAM model and approach” with a summary framework of the preliminary results that will allow the development of the model and the “Land Use Plans ”At the community level as an individual.

  • Systematize through the emergent plan the sequential phases by which the “approach and model of environmental compensation” has been subject during the process of conceptualization, negotiation and implementation;
  • Provide a document for quick consultation with the actors of the general characteristics of their property (community and / or farm) and the activities to be developed as emerging short-term measures.

As indicated above, this document presents within a summary framework the general results of the field, cabinet and participatory actions that allowed generating the conceptual and operational framework of the "environmental compensation model and approach", the document is presented in the following context:

Geographic location: the numeral presents the geographic area of ​​the PNJBPR, the general zoning proposal, as the proposal of segregation in “CAM sectors” for the PNJBPR; Emerging Plan Proposal: presents the general geographical location of the “CAM sectors” in which the field and participatory activities were carried out; and within a “technical file” framework, the general characteristics are presented by community and / or individual owners, indicating the key actions and commitments that the communities must carry out in an emergent (short-term) manner prior to or in parallel with the approval and implementation. of the “environmental compensation model and approach”;

This document should be considered an instrument (tool) for discussion between community, individual, institutional actors (SEMAR, DAP) and NGOs (FMP), to know the general territorial context of the CAM proposal and the emerging measures to be developed.. Serving as a starting point for a future comprehensive monitoring and evaluation system (SSEI).

4. Geographical location

The geographical implementation of the CAM proposal is based on two relevant aspects:

General and specific zoning of the protected area

The development of actions in specific geographic areas of the general and specific zoning of the protected area is proposed. Developing the CAM proposal across sectors will allow the creation of independent structures that gradually integrate a macro institutional infrastructure that allows the phased implementation of the environmental compensation model.
