The objective of this work is to implement a management strategy in the Renán Turiño Sports Complex in the municipality of Trinidad. For this purpose, a sample of 63 people with an average age of 37.5 years was intentionally selected; 26 of them were women and 37 were male, and the logical historical, the systemic approach and the hypothetical approach were used as research methods and techniques. Deductive also the analysis of documents, the survey, the semi-standardized interview and the group work technique of the brainstorm. The application of the same made it possible to prepare the management strategy taking into account the mission, the diagnosis, the shared values, the vision, key result areas, as well as the strategic objectives with their respective measurement criteria,the action plan and the measurement and control. Introduction

The Secretariat of the Executive Committee of the Council of Ministers, with the advice of specialists in Management Studies of the MES, has promoted the implementation of management by objectives and strategic planning in the Bodies of the Central State Administration (OACE), to achieve the improvement of business and public management and increase productivity and efficiency levels.

Some of these organizations, after an intense stage of preparation of their personnel, have obtained satisfactory results in the implementation stage, although they still have many deficiencies during execution and control.

In accordance with the guidelines of the Government Department, regarding the introduction and generalization of modern management techniques in the country, the National Institute of Sports, Physical Education and Recreation (INDER) has structured a strategic planning system in which it continues working, in order to perfect it according to the characteristics, essential purposes and social mandate of the sports body.

Since the beginning of the 90s, experiences in the application of different technologies have been developed in Cuba to apply strategic planning, in some cases with the quota of error that learning implies and its adaptation to Cuban conditions.

In order to contribute effectively to this purpose, the study of new trends should benefit from past experiences, commit to solving current problems, anticipate future needs and aspirations, achieve objectives and goals, attending to basic needs organization, students, parents, teachers and the community.

In order to improve the management of the sports service, it is necessary to professionalize the administration, forming management teams that, nourished by the tools that the Administrative Sciences can successfully lead the entities assigned to them.

Therefore, in order to achieve the success of an organization, it is very important to analyze reality with a strategic focus, to conceive the future in the midst of the present, creating a certain anticipatory capacity in the face of future turbulence that could occur and that would affect the organization from of a logical, broad, systematic reasoning that arises from the evaluation of the present and that seeks to establish its links and connections with possible and probable futures.

The strategic management process is made up of a set of organizational processes and key individual interventions, which reconcile the needs and threats of the environment, with the strengths and weaknesses of the organization in order to clarify the mission, define a vision for the future, as well as develop a system of objectives and strategies that optimize and concentrate resources, efforts and wills for a certain period of time.

It appears as a new approach that helps to scientifically channel the paths of organizations.

At INDER, the establishment of a periodic system for preparing and reviewing objectives and projections, without a rigid scheme that prevents adaptation to the conditions of each organization, should promote consolidation in the implementation of these techniques throughout the country. and make it possible to develop a true strategic direction in their organizations in the coming years.

In the sports teams as a base sports organization, the strategic projection work is undertaken but it was only oriented to have the Mission, Vision and the measurement criteria of the indicators that contribute to the July 26 emulation in the Provincial Directorate of Sports, so which are insufficient if all the aspects that must be borne in mind to prepare a management strategy in correspondence with the models or procedures used for this purpose are taken into account.

The combined Renán Turiño of the municipality of Trinidad is not exempt from this situation and despite having declared some elements of strategic management, it does not have a well-defined management strategy that provides its cadres with a better management process, that is, that It allows planning, organizing, executing and controlling all its processes related to recreation, physical culture, physical education and mainly in the area of ​​sports activities in which deficiencies have been detected in order to achieve its objectives.

Therefore, taking into account the above, the following scientific problem is formulated:

How to contribute to the improvement of the Renán Turiño Sports Combined management process in the municipality of Trinidad and therefore in the area of ​​sports activities?

General objective:

Implement a management strategy in the Renán Turiño Sports Complex in the municipality of Trinidad.

Specific objectives:

1. Characterize the Renán Turiño Sports Complex in the municipality of Trinidad.

2. Prepare the Management Strategy for the Renán Turiño Sports Complex in the municipality of Trinidad.

3. Implement Management Strategy for the Sports Complex Renán Turiño in the municipality of Trinidad.

4. Assess the main results obtained with the implementation of the management strategy in the management process of the team and in the area of ​​sports activities.

Methods and techniques of investigation

Methods and techniques of analysis and synthesis, group work, interviews, surveys and mathematical tools were used for the development of the research, as well as the computational procedure of the results without excluding logical analysis, reflection and other mental processes that are also inherent in all scientific research.

From a population of 127 workers at the “Renán Turiño” Community School, a sample of 63 people was selected through intentional sampling, which represents 49.6%, since our judgment is those that can provide us with the most information for the successful completion of this research.

4.3 Preparation of the management strategy

For the preparation of the strategy, each of the phases is developed following the logic of the chosen model, which includes the following moments: definition of the mission, carrying out the diagnosis, definition of shared values, definition of vision, definition of the key results areas, strategic objectives by key results areas, measurement criteria and the action plan and finally define how the process will be measured and controlled.

Mission

The mission of the Renán Turiño Sports Complex in the Trinidad municipality is to develop sport, physical education, physical culture and recreation in the community, contributing to raising the quality of life and the overall general culture; applying the advances of science and technological innovation, the systematic training of human resources, promoting competitiveness and the active participation of internal and external clients.

The strengths of the combined are: Good quarry of activism, technical force in all the Communities, the discipline of the workers and that they have the staff of the covered technical force.

Among its opportunities are: That there are primary and secondary schools close to the entity and therefore linked to its activities, there are nearby areas that enable recreational sports activities, proximity to beach and mountain areas to carry out specific training and the existence of the Faculty of Physical Culture and the Municipal Headquarters.

Results after the implementation of the management strategy

After the implementation of the strategy, an analysis is carried out for each of the measurement criteria in the area of ​​comprehensive training and the competitive system in the 2008-2009 and 2009-2010 academic years. In the case of criterion # 1 related to the formation of values, the ideological political work and the emulation of the formative control in the competitions was evaluated in the 2008-2009 course of Regular since there were problems of indiscipline during the Pioneer Cup. In the 2009-2010 academic year, ideological and values ​​political work was improved so that there were no difficulties in formative control in provincial events, hence it was evaluated as Good.

In measurement criterion # 2 related to satisfactory results in the athlete's preparation check, it turned out that in the 2008-2009 academic year it was evaluated as regular since the percentage of the preparation was below 92%. and some records of the sports reserve were stopped. Already in the 2009-2010 academic year, the percentage of the preparation behaved at 96% and all the records of the sports reserve were made.

Measurement criterion # 3 concerning the objectives of sports preparation through technical evaluation in meeting the pedagogical objectives in the provincial competitions in the 2008-2009 academic year was evaluated regularly as the pedagogical objectives reached 13.03 points, presenting difficulties athletics, rhythmic and artistic gymnastics, wrestling and taekwondo. In the 2009-2010 academic year, it was also evaluated as Regular, but the results achieved improved and of the 5 sports with difficulties in the previous period, 4 remained with higher scores and the fight achieved very good results.

Regarding measurement criterion # 4 related to the actions of the organizational, technical and methodological work, it was evaluated well in both courses as all the planned actions were fulfilled, in addition to receiving Good evaluations in the comprehensive and thematic visits carried out by the province.

In general, in the 2008-2009 academic year, this area obtained a measurement criterion evaluated as good and three evaluated as regular, and in the 2009-2010 academic year, it was maintained or regular, but with superior results and three criteria, the evaluation of Good was achieved.

In the area of ​​the competitive system, measurement criterion # 1 was evaluated badly in 2008-2009 as they faced difficulties in preparing the single calendar, and there was no consistency between the planned events, as well as in closing it. In the 2009-2010 academic year, all the methodological difficulties were eradicated, it was prepared in a timely manner and therefore the evaluation of Good is achieved.

Measurement criterion #.2 related to the records and protocols of the events was evaluated as Good in the two courses that are analyzed since the medical check-up and other controls of the athletes of the sports reserve were carried out.

Regarding measurement criterion # 3 related to the participation of the school and adult population in the scheduled events in the 2008-2009 academic year, it was evaluated regularly, since the numbers of participants in the different activities were below 80% of the controlled enrollment. In 2009-2010, thanks to the strategic alliances made with schools, work centers and institutions, it was possible to increase participation and exceed the planned figures, which is why it is evaluated as Good.

Criterion 4 regarding the training, improvement and attention to judges and arbitrators was evaluated as regular in the 2008-2009 academic year since the number of these was insufficient, also affecting that the majority of the controlled arbitrators were not categorized, already in the academic year 2009-2010 the criterion is evaluated as Good first by a better organization of the base commission that allowed projecting towards the increase of these judges growing in the figure of physical education teachers in addition to developing a comprehensive plan of improvement in various disciplines sports that allowed the categorization of a greater number of companions.

Measurement criterion 5 related to the preparation of the integrating project in both courses was evaluated as Good, the combined management conducted objective negotiations with agencies, institutions and work centers of the district that favored a good integration.

Finally, it can be seen that in the 2008-2009 academic year there were two criteria evaluated as good, two as fair and one as bad, and in 2009-2010, with the implementation of the strategy, all the criteria were evaluated as good.

In the analysis of the competitive sports results for sports, the pedagogical objectives, the competitive sports results and the place reached were taken into account, where it is possible in the 2008-2009 academic year only three sports were between the first and third place, which were the Karate Do, Boxing and Taekwondo, in the competitive results, Handball sports, Artistic gymnastics did not score as they were below 5th place and rhythmic gymnastics and fighting reached only one point, that is, they finished in 5th place; Regarding the pedagogical objectives, gymnastic, wrestling and taekwondo sports were rated poorly for achieving scores lower than 12.

In the 2009-2010 academic year, superior results were generally achieved since 5 sports concluded in the first place, which were Karate Do, Boxing, Artistic Gymnastics, Wrestling and Taekwondo, meanwhile Baseball and Rhythmic Gymnastics in 2nd and 3rd place respectively; As for the pedagogical objectives, there are still deficiencies in some sports, but in general they exceeded the scores achieved in the previous year.

Assessment of the managers of the sports team on the implementation of the Management Strategy.

In relation to the assessment of the managers of the Sports Combined on whether the application of the strategy is in fact a novelty, all the interviewees stated that yes, because previously there were only some elements of strategic direction, such as the mission, vision and objectives. but such a strategy that groups together several interrelated aspects in a logical and harmonic way based on all the areas and objectives of the combined had not been carried out.

Regarding the contribution of the implementation of the management strategy to the solution to the detected deficiencies, 100% of the managers agree that if, because the strategy improved the management process of the combined, that is to say, the planning, the organization, command and control of activities, and it was also possible to channel efforts and resources towards the same direction, which in this case are the services provided to the community, including sports activities, which showed the progress of the results. in comprehensive training and the competitive system in meeting objectives by key result areas.

Regarding the possibility of generalizing the strategy model, everyone stated that if it is possible to generalize the model since it was conceived for this type of institution, what if it is not generalizable is the management strategy, since this is unique for each organization. despite the fact that the model is the same.

Benefits of implementing the management strategy:

- It perfects the process of managing the combined and therefore the different areas.

- Conditioned the work of managers.

- All the members of the institution have a well-defined mission.

- A series of aspects that lead to providing the services with the necessary quality are well defined.

- The actions to be carried out are defined for each measurement criterion and at the same time for each key result area.
