1. Presentation

To achieve this, a departmental strategic planning process is being consolidated, which allows the development of the activities aimed at clearly determining the mission that is consistent with the existing vision of the region's sustainable process, through objectives and goals that allow the grouping of the different sectors involved in the development of the department; consolidating the municipal structures where the unification of efforts and criteria for this growth is promoted.

A greater rapprochement between the municipalities is needed to learn more about the characterization of each one, to share experiences that can be a strategy to face and contribute to solving problems of our population.

Since Rivas is the pilot department for German cooperation, the study aims to share the results obtained in the research, through technical capacities and the promotion of social and municipal development. These interventions, which initially took place in isolation and as piloting, demanded a higher level of thematic and territorial coordination for their institutionalization and extension. Taking advantage of the department's geographical position makes it a strategic element for the development of the region. The volumes of exchange of goods and services that it would generate must be linked through a different vision.

This document contains a quick characterization of the municipal files, where the reader will have a clearer vision about the analysis of the Departmental Strategic Planning. Presenting the final information of the data collection of municipalities of the department of Rivas.

2. Objectives

To carry out the Strategic Planning process in the department of Rivas, the methodology used in the study of the mapping characterization of the municipalities was through:

Collection of secondary information and analysis.

Visits were made to the different Municipal Technical Units (UTM), requesting access to the indicative plans developed by the INIFOM-GTZ / FAMU Project, as well as studies, diagnoses and reports that allowed obtaining a global overview of each municipality. Proceeding to perform an analysis of the information collected, determining the information that would be used for rapid municipal characterization.

Based on the analysis carried out on the secondary information collected, and having selected the information that will allow a rapid characterization of each municipality, the information collection matrix was designed.

Based on the information collected and analyzed, we proceeded to empty the information into the developed matrix, obtaining a first working draft.

Taking the Working Draft, a process of verification of information by municipality was carried out, through the documents collected on visits to municipalities and government delegations, having completed the general information by municipality, which allowed obtaining a Final Draft. of the Municipal Rapid Characterization.

Step No. 5 - Final Draft Verification of Municipal Rapid Characterization

Through consultations to the preliminary results of the "Baseline Diagnosis" (DLB) and confirming data through telephone calls to the Municipal Technical Units and Government Delegations, the Preliminary Version of the Municipal Characterization was formed.

Step No. 6 - Formulation of presentation document

Taking the "Municipal Characterization Sheets" in their preliminary version, the presentation document was formulated, for distribution and final validation.

The information collected for the preparation of the final report of rapid characterization of the municipalities was updated.

Tables were prepared which were divided into fields to later introduce data with important information from the institutions. These fields have characteristics of the actors depending on the classification of each one of them, such as: Private banking, governmental and non-governmental delegations, associations, foundations, cooperatives, NGOs.

The Database has exact records of each one of the Institutions such as: Name of the Institution, Address, Telephone, Representative and Actions they carry out; In addition, it allows you to interact with the fields registered in it by adding data, deleting them, going to the first record, the next or the previous one, allowing efficient and effective information from each of the institutions.

Step No. 8 - Monitoring and Validation

The presentation document will be distributed to key actors, for analysis and validation, at the data level, to obtain in the short term with the final and valid version of the “Characterization Sheets
