ICT IN EDUCATION - CONCLUSIONS

Permanent and active technological evolution requires a transformation in educational systems, the university must train human resources with an ethical and moral level at the same time that they are capable of developing and applying their own technologies necessary to meet social demands and, in this way, overcome the situation of being simple importers and consumers of information and technologies.

The teaching and learning processes are singular and complex communication processes, in which it is not possible to separate the didactic issues from the communicative ones, not only because it is extremely difficult, but because they must inevitably complement each other.

The application of ICTs in the different areas of higher education will make it possible to make appropriate decisions that guarantee cost-benefit relationships and the optimization of their massive use.

Informatics in the school environment is a necessary and urgent action. Teachers must incorporate this new and revolutionary resource into the curriculum and transfer it to students as an irreplaceable tool at the service of a transformative and beneficial teaching.

Teacher training must include continuous updating by and for the use of ICT in their daily practice and their adaptation to this computerized environment.

The use of the computer as a tool that will not only allow the creation of stimulating learning environments for the construction of knowledge, but also save time and effort, which implies new ways of thinking and doing.

Interactive NICTs, the result of the association of computing, communications, robotics and the handling of images will revolutionize, sooner rather than later, current learning strategies and scenarios.

The main component for progress will be the development of entirely new courses and curricula of study. The essential points of the educational reform then go through the training of teachers and the development of new learning materials, using the New Information and Communication Technologies.

Electronic government is considered as a state development model that consists of the use of ICT in internal government processes and in external processes of interaction between the state and citizens, which lead to the improvement of public services, to the strengthening of administrative responsibility, increased transparency, the democratization of information, citizen participation and even social control.

Electronic government is the combination of ICT with the capacity of public management to bring government services closer to the citizen who must obtain identification cards, licenses, medical certificates, passports, solvencies, items, in addition to paying taxes, front duties, basic services, among others. The effective use of technology allows citizens to have better access to government information, increases the transparency of public management and, above all, plays a fundamental social role while using the information highway.

Today, ICTs cover the entire value chain of a business, serving as support for decision-making, in a much faster and more accurate way. Additionally, the generation of more information throughout the development of a company's activities makes it possible to use more variables to be able to analyze or control a business more accurately.

Used well, ICTs allow companies to produce more quantity, faster, of better quality, and in less time. They allow us to be competitive in the market, and have free time for our family. Take as an example the area of ​​Marketing (Marketing) and Communication. The main objective of the companies is to sell their products on the market. INITIATIVES IN EDUCATION

Centro de Formación Digital (CFD) PlusValía, is a non-profit civil association that aims to fight against disability, taking education as a fundamental element. Pay attention to people with quadriplegia, paraplegia, hearing impairment, visual impairment, and invisible disability. Among its objectives are: Education of the person in case of early disability, re-education in case of late disability, fight for awareness of the environment that surrounds these people, development of educational technology. Virtual Hands: Aimed at all people with extreme movement difficulties, it allows a deaf and dumb quadriplegic to navigate on a computer without any restrictions. It has a module developed for Visual Basic programs. For speaking quadriplegics (who can use their voice) it accepts voice command, has built-in 50 voice commands, works in English, French, German, Spanish, Italian. Electronic Passport. Our country joins the global standardization of the identification document, the electronic passport. Through the application of ICT, the Venezuelan Government has implemented the provision of electronic passports to all citizens and updating the immigration platform to comply with world standards for reading this type of passport in ports and airports.

Electronic Certificate. The Venezuelan Government, relying on ICTs, will implement the electronic card as of 2010, which they classify as the safest in the world and impossible to falsify. It will have visible data engraved by laser, which will make it difficult for the documents to be forged (number, date of birth and issue, marital status, signature and fingerprint). Likewise, the Saime will incorporate the information on a chip integrated into the card that will be available for reading in the different organizations and institutions. The electronic card will have a 72-kilobyte chip that will store information about the person, such as names, surnames, eye color, skin and hair, address, among others.

Satelite Simón Bolívar, contemplates covering all those national needs that have to do with telephony, information transmission, access and transmission of messages over the Internet, especially in those places where commercial telecommunications companies have not developed due to low population density. Likewise, it intends to consolidate the programs and projects executed by the State, guaranteeing reaching the most remote places, placing in those places connection points with the satellite, in such a way that education, diagnosis and information are guaranteed in real time to that population that You may not have access to any means of communication and training.

VII National Agricultural Census. In 2008, the Ministry of Agriculture and Lands carried out the Agricultural Census in an automated way using the most modern technological tools, both for data capture and processing and for telecommunications. This made it possible to collect a large amount of information that would not have been possible without the use of ICT, and in a fraction of the time.

XIV National Population and Housing Census. In 2011, the National Institute of Statistics will carry out the Population Census in an automated way, for which they estimate to use various ICT tools, including mobile technologies. The census is a statistical operation aimed at obtaining data on all the elements that make up the universe under study, and which generate information, mainly of a structural type.
