INTRODUCTION

For the preparation of this document, we have taken into account as inputs the different contributions made in strategic planning workshops and events carried out by the Santa Provincial Municipality and other Chimbote institutions.

Likewise, it is important to mention that the present municipal management has been working with a strategic sense to carry out important works and promote some of them works that make Chimbote a metropolitan city project, as part of a developed and prosperous province, such as: the Stadium Centennial of Chimbote, the 7 road axes, the Malecón Grau and the Plaza Miguel Grau, the Vìa Circunvalación, the Chimbote international mega port project, the Chimbote - Huallanca - Caraz highway.

II. CONCEPTUAL FRAMEWORK

The development vision embodied in the Concerted Development Plan of the Province of Santa complements the sectoral approaches of municipal management and incorporates and focuses attention on Human Development, in which the human being in its entirety, is the subject and object development; focuses on the dynamics of individuals, their gender and generation, their families, their organized groups and their structure of social relations in their territory and environment.

The Concerted Development Plan of the Province of Santa 2007 - 2015 has a political intention to develop democracy and a culture of participation by making viable and consolidating the implicating, inclusive, creative and proactive participation, for which the methodology is implemented of the Participatory Planning Process, as a teaching-learning instrument in institutional work, as a participatory, technical-pedagogical instrument for planning, socio-organizational feedback and dissemination of progress and results of the process. The foregoing guarantees to form and leave an installed and motivated technical capacity to formulate, execute, review and monitor the Concerted Development Plan and each of its programs and projects, in a systematic and systemic way with the action plans.

Its foundation is participatory, within a spirit of permanent involvement, preponderance of the binding situation, and inclusion, actively involving all actors and managers of local development, within a position of equality, in terms of rights and opportunities..

The Plan of Concerted Development of the Province of Santa 2007-2015 that is proposed for the opinion of the civil society as a whole and for the internal organization, is premunded of a consultative spirit and methodology in the process of agreement and decision-making, pertinent to development in the district area of ​​Chimbote, gathering the plans of the different districts that make up the province of Santa; committed to the achievement of results that benefit and improve in an integral way the quality of life of the inhabitants of Santeño co-provinces, but flexible and adaptable within processes of continuous improvement of the quality of both public, private and social management.It is also aimed at developing the creative capacities latent in human consciousness to improve the material conditions of societies, through the harmonious, synergistic and continuous empowerment of the set of tangible and intangible wealth, which correspond to the multiple dimensions (economic, social, cultural, geographical and spatial) of individual, human social and environmental reality.

This conception of development inscribed within a vision of building local, provincial, regional, national and world unity in diversity, which implies recognizing, respecting and empowering local cultural, community and citizen expressions in their organizations to ensure a project sustainable and equitable human social Human project that harmonizes the local subsystems with the suprasystems that contain them, allowing within the macro trends of cultural and political globalization and economic internationalization, the revaluation of the provincial. In this sense, It is Inspired by a holistic systemic, diachronic and changing and integrated conceptual framework and supported by a transdisciplinary and interdisciplinary approach, which recognizes the complexity and interdependence of all the elements, subsystems and levels that interact. Grounded in the integral potentialities of the human being, not only in terms of their physical, rational and technological faculties, but also in the powers derived from their intuitive and spiritual perception of the world. For this reason, the development of human capital is implicit in all the processes that make up the Concerted Development Plan of the Province of Santa.

Oriented by criteria of decentralization, moderation, frugality and discouragement of consumerism, in such a way that such criteria, together with the multiplicity of visions involved in participation, guarantee environmental sustainability and social equity as a framework for collective well-being. It is worth remembering that the city of Chimbote is one of the most polluted cities in Peru and in the world.

But the Plan that is presented responds to social demands and therefore, development ethics is conceived as one that proposes a balance in the direction of investments and their programming.

However, within the local development process of the Santa regional province, it is necessary to evoke several changes resulting from national or regional development in accommodation to world development that impact and have impacted on the development of the departments of the Northern Region of Peru in particular. from Ancash; These are transitions that imply serious changes in individual and collective values, norms, behaviors, and attitudes, including the risk that they may and have in fact generated inequalities that must be reversed:

Therefore, the gender vision,the vision of human development and the vision of social development in the province of Santa will promote irreversible situations in the relationship between men and women, and therefore, better possibilities for well-being and social and human development will be found.

These four transitions observed in the province of Santa, must entail a great cultural change in the provincial society without the mental yoke of Lima, because it is going to break with inertia, bureaucracy and the outdated organizational schemes that oppose the ability to give an effective response to the lacerating city, district and local problems, because it is a new culture of detachment and audacity where the ideas and diverse local and provincial wills must be better used to achieve common objectives with the widest participation of the effectors and recipients of public and private policies.

These same transitions should serve to generate opportunities, develop capacities, and increase human capital in all its potentialities in such a way that helping the most disadvantaged allows generating better conditions of wealth in the entire social group, so that competitiveness efforts, of investment promotion, road integration or the application of regional autonomic policies find the inhabitants of the RNCO in transit to stages as different as they are substantially adequate to the new demands of globalization with a competent and competitive provincial government that applies policies of Favorable state for local and provincial development with full decision-making autonomy in matters within its competence.

Also the matter of the Initiative for the Integration of the South American Regional Infrastructure (IIRSA) will be an aspect of great importance for the international integration of Peru with other countries and within this the integration of the Peruvian regions among themselves with other regional spaces of other countries. In this context, the availability of an adequate physical infrastructure that encourages and facilitates a fluid border traffic of goods, services and people constitutes one of the crucial actions to configure an effective regional space with a consolidated and orderly province of Santeña that enhances the integration process. trade, communication between the shareholder countries of the Andean Development Corporation and the international competitiveness of the region.

The objective of IIRSA is to improve the competitiveness and insertion of the economy of the South American region at a global level and promote a sustainable socio-economic development in these countries, especially through the modernization and integration of their infrastructure and logistics in the transport sectors, energy and telecommunications. This aspect is what should lead the province of Santa to have two strategies:

Therefore, the current "economic corridors" have to be reviewed within a concept of regional integration with other countries and with the world, and here the Government of the Ancash Region supported by the Provincial Municipality of Santa has to apply boldness, creativity and ingenuity to generate competitiveness not only in the current physical dimensions of provincial and regional development, but must act within a conception of generating competitive advantages from the province of Santeña and its region of influence in geographically potential places to which it will be necessary to grant conditions of road integration, then, the economic corridors thus observed in this way,mutimodalism can generate expectations throughout the exytraprovincial and regional geographic space and with the capacity to generate internal markets without excluding spaces through which commercial and integrative benefits would pass.

For this, the axes of competitiveness must be based on criteria that policies are made by human beings and that provincial development is a task of human beings, and as such, there should not be narrow parameters to the formation of economic axes or corridors. that they revalue the current ones or simply find other alternatives that, with or without physical integration, can be and demonstrate integration and competitiveness in the future with local, sub-regional or regional policies.
