Introduction

Carrying out a strategic plan for the harmonious and multilateral development of the personality of the young generation (6-13 years old), in Fray Bentos, Oriental Republic of Uruguay (RO Uruguay from now on) is essential because the proposed objectives are reflected there, the diagnosis to be made, the study of the environment in which we are going to move, the internal characterization and the search for alternatives (due to the amount of changes).

The management of an organization helps prevent, controls the other functions and acts at all levels. This will allow us the effective use of all available resources to involve all actors in the realization of physical education, sports and recreational activities that occupy the free time of this population in healthy recreation activities and, on the other hand, that generates the selection of potential talents for different long-term sporting events.

In RO Uruguay and specifically in our city, Fray Bentos, there is no organization dedicated to fulfilling the objectives set by the Physical Education Programs of ANEP (National Administration of Primary Education).

Problematic situation

Physical Education, sports and recreation in our public schools lack the human resources that are responsible for the teaching of these subjects, so that up to now only approximately 15% of the entire school population is served.

There are 114 sports seats throughout the country (14 in Montevideo and 100 in the interior), of which a large part of these are disabled due to lack of personnel since they cannot be paid. In such cases, care only covers grades 4-6. Another factor that threatens the development of physical education, sports and recreation is overcrowding, the repetition of school children and the confirmation that the government does not have a Strategic Plan for the viability of development sports, specifically in the City of Fray Bentos.

Theoretical foundation

Uruguay is one of the Latin American countries with one of the lowest illiteracy rates as a fundamental data, being education in the Uruguayan State based on the principles embodied in the Constitution and in the Education Law of 1985, both collect the principles freedom of thought, teaching, secularism, compulsory, free and autonomous teaching.

The city has had outstanding athletes who with their own effort and dedication have gone far, but we cannot forget all those who have not even received sufficient preparation to start a good and healthy sports career. Therefore, our organization is aimed at non-formal education, extending our scope to all social sectors, emphasizing the underprivileged since sports and recreation programs in our environment are mainly aimed at the wealthy classes.

There is a center that has the facilities of the «Juancho Tiscornia» Sports Center, which consists of a soccer field, a Baby-soccer field, a 400 m athletics track, a 600 m velodrome for bicycles, a multipurpose field, a closed gym, and a large office building, with a total of 64,000 m2. At this center, 6 Physical Education teachers will work effectively at the beginning, 2 in the administrative sector and 2 in the maintenance sector.

With multilateral physical education we seek to favor the psychosomatic development of the child in its own dynamics, seek favorable conditions for growth and health, allow motor behaviors to refine and diversify and thus favor comprehensive multilateral development and recreation seen as the playful activity, with a great predominance of varied and pre-sport games, where the child will try to channel all their energies, taking as a basis that at these ages the fundamental activity of the child is play. Related activities with a marked playful nature may also be included.

The private sports clubs exercise their hegemony totally dedicated to the wealthy classes that are the minority, and the non-profit institutions of a training and educational nature, mostly present little material and deficient human resources to say very little that does not mean that there is little except that there is no budget to pay them all due to the fact that the National Physical Education Commission is rationalizing the budget where 80% of it is allocated to salaries and public expenses. Knowing the importance of physical education, Sports and recreation in Primary Education, it should be considered for the pleasure of performing a physical activity that benefits them, in relation to health and quality of life. In addition to its integrated, socializing and essentially democratic character it has and as an educational, cultural and patriotic process. This leads to the genesis of the inefficient sports process that until now shows a disorderly, irrational character and full of frustrations rather than conquests. Taking into account soccer, a sport universally practiced par excellence and of which we have a good historical base and a bad present, children practice this from the age of 6 until they can access a private club for the elderly. But keep in mind that there are other sports,such as basketball, volleyball, athletics, swimming, to name a few, and games that develop basic motor skills and sports and that lower-middle-class children do not have access due to their economic demands. Strengths:

1- The distribution of teachers and trained personnel by the different schools

2- Insufficiency of educational means that encourage the practice of recreation, physical education and sports.

3- Transportation and access roads to sports facilities and parks are difficult.

4- There is little technology in the environment applied to sport

External diagnosis

Opportunities:

1- The enormous economic growth of the city Fray Bentos.

2- Support of the population to this type of projections of community work.

3- Support from the media to non-profit organizations.

4- The laws of the country promote this type of initiative.

Threats:

1- Existence of many private sports clubs with activities for children.

Strategic objective

1- Get as many children as possible to enter the Juancho Tiscornia Sports Center.

2- Request for financing to new companies that budget for the strategic projection.

3- Train teachers in the environment so that they can work in undertakings of this type.

4- Raise awareness among the population and the government about the importance of practicing physical activities, outdoors, through pre-sports games.

conclusion

This strategic plan allows the increase of the sports base of the Fraybentina population, as a fundamental budget, for the development of the different sports aspects, which are oriented more than anything towards improving the quality of life and sports training of children school, through recreational activities, excursions and recreational activities.

This is to ensure that they start in one or more sports disciplines, achieving a broad domain of the abilities, capacities and skills that make up the activities… For all this the need to resize this Center and equip it technically so that our objectives are fulfilled feasibly during the training process of the school population of the City of Fray Bentos, RO Uruguay.

Recommendations:

We hope that our initiative can be the seed for future sports projects to be carried out in similar cities in the country. Propose to the Ministry of Sports and Tourism the application of the Strategic Plan as a methodological instrument in the development of Physical Education in schoolchildren nationwide.
